SUPERVISORY CRIME RECORDS MANAGEMENT SPECIALIST
About the Position: You will serves as a subject-matter expert and Branch Chief in the Crime Records Center for the Crime Records Branch; ensuring compliance with the DACID Records Management (RM) program through the Army Law Enforcement Record Lifecycle. You will be responsible for the thoroughness and accuracy of work products and full responsibility for organizing, planning, and accomplishing the CRC's functional responsibilities.
Major duties
- Designs and enacts protocols to analyze, secure, and handle information from criminal investigation reports, ensuring data integrity and compliance.
- Leads complex record tracing and retrieval in large law enforcement databases (e.g., DCII, ALERTS), ensuring rigorous data handling protocols are met.
- Coordinates and conducts specialized, high-visibility background screenings for senior positions, including General Officer, SES, and presidential appointments.
- Manages daily branch operations, assigning work based on priority, urgency, and employee skills, while fostering professional development.
- Oversees all human capital duties for the branch, from interviewing and hiring candidates to managing promotions and reassignments.
- Fosters a positive, disciplined workplace by counseling staff on administrative and performance issues and resolving informal complaints.
- Directs and monitors Crime Records Branch activities by adjusting workflows, setting priorities, and adapting schedules to manage substantial workloads.
- Serves on behalf of the Records Administrator and expert for the Army Law Enforcement Compliance and File Demand Program.

Specialized Experience: One year of specialized experience which includes serving as a supervising records administrator, program lead, or subject matter expert for law enforcement, investigative, or criminal justice records programs; interpreting and applying federal laws, NARA retention schedules, FOIA, and the Privacy Act to govern the lifecycle and disposition of sensitive and classified criminal investigative case files; supervising, directing, mentoring, and evaluating the work of a technical support or records management staff while balancing strategic oversight with direct, hands-on operational involvement in processing high-volume records requests, performing Privacy Act reviews/redactions, and executing physical records cleanup; coordinating complex record retrieval, database management, and high-visibility vetting queries (such as suitability or background screenings) with internal and external federal stakeholders; and conducting quality-control reviews, reconciling file inventories, and assessing overall program workflows to deliver authoritative, agency-wide technical guidance and implement business process improvements. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-12).
