ACCOUNTANT
You will serve as an ACCOUNTANT in the FINANCE DEPARTMENT of SOUTHWEST REGIONAL MAINTENANCE CENTER.
Major duties
- You will be responsible for effective financial and resource management and developing and implementing financial improvement strategies for maintenance activities.
- You will be responsible for a full range of advisory and analytical services including performing internal control testing.
- You will be responsible for detecting abnormal balances and deficiencies on financial statement line items.
- You will be responsible for developing new and enhanced financial management practices, and procedures that comply with all laws and policies.
- You will be responsible for Financial Improvement and Audit Readiness (FIAR) compliance with Navy Business Process Standards by routinely evaluating the performance of the Command against financial management standards.
- You will be responsible for supporting financial statement assertions with distinct documents as outlined in the Navy FIAR Validation Package Checklist and routinely validating those packages.
- You will be responsible for providing independent accounting advice to the Comptroller, coordinating with higher headquarter organizations to implement business process changes or recommend new changes.
- You will be responsible for supporting all higher headquarters directed testing of financial transactions, and reviewing all activities performed by the command in support of the DON FIAR.
- You will analyze budgetary and proprietary account balances and reconciling them to trial balance or financial statement account balances and identify abnormal balances.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a Professional Accountant performing financial management, accounting analysis, and internal control testing for a Financial Improvement and Audit Readiness program. Examples of qualifying experience includes; (1) reconciling budgetary and proprietary accounts to trial balances to resolve abnormal balances and draft corrective action plans (CAPs); (2) validating Key Supporting Documentation (KSD) and responding to auditor data calls (e.g., IPA, Naval Audit Service, DoD/DON IG); and (3) collaborating with higher headquarters (such as CPF or DFAS) to implement financial process and policy improvements. Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Bachelor's Degree in Accounting; OR Bachelor's Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. OR Combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The background must include: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
