Major duties
The primary purpose of this position is: To plan, manage, coordinate and execute Command engagements for Mexico Performs as a Command Planner and Actin Officer for events and initiatives related to Mexico Creates substantive content for and coordinates numerous visitors (DV) across the N-NC staff and with subordinate and component organizations to execute the USNORTHCOM Commander's TSC activities. Translate documents from Spanish to English and vice-versa for use by N-NC/J5; often translates official correspondence. Provides support for N-NC/J5 efforts with the Office of the Secretary of Defense, Joint Staff, other Combatant Commands, Servies, ODCs and the federal interagency as necessary to collect facts on various TSC project and makes recommendations for those projecs. Writes, develops, edits and revises talking points, information papers, briefings, strategy and policy documents, executive summaries and trip reporets for the Combatant Commander and senior military leadership.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of National, bi-national, bilateral, and DOD-level strategic guidance and policy documents and Traditional Commander's Activities as they apply to TSC programs and C-TCO activities, planning and processes; thorough knowledge of domestic and international political/military issues. Knowledge of the legal and policy framework relating to DOD TSC activities including treaties and international agreements pertaining to the organizations missions with Mexico. Knowledge of the relationships of the various combatant command missions and organizations and the Federal interagency as they relate to Security Cooperation missions in accordance with the organization and other Federal interagency authorities such as support to the Department of State for international assistance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD and Combatant command, program goals and objectives, operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various organizational entities involved in overall program planning and execution of military operations, exercises and evaluations. Knowledge of international organizations, problems, or other aspects of foreign affairs planning, policy or strategy at Combatant Command or DOD_ level and in foreign relations at the military to military or military to government level. Ability to communicate effectively in Spanish, both orally and in writing. Language proficiency-1 (extremely proficient) and language reading, speaking, listening, and writing proficiency+ 36 (general professional, plus). Knowledge of military command structure, missions, programs and organizational relationships and program goals and objectives, management and organizational techniques, contingency planning, exercises planning and processes for us in a wide variety of analytical evaluations and studies related to command initiatives and engagements. Knowledge of Traditional Commander's Activities program and events. Knowledge of Mexico's customs, culture, and story as well as current issues facing the U.S. and Mexico. Knowledge of bi-national bilateral, Government of Mexico, DOD, and Combatant Command strategic guidance documents relating to TSC. Demonstrated ability to perform strategic analysis of National, DOD, and interagency strategy and policy. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the entire process in briefings, apers or reports suitable for senior N-NC leadership use and decision-making. In addition, the work requires considerable inter-personal skills in presenting recommendations to administrative policies and procedures and negotiating solutions to disputed recommendations. Skill to defend ideas and support emerging concepts relating to TSC and C-TCO programs and activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
