NONAPPROPRIATED FUNDS POSITION DESCRIPTION JOB TITLE: Personnel Security Specialist BUSINESS TITLE: Senior Personnel Security Specialist FLSA STATUS: Nonexempt JOB SERIES: 0080 PAY LEVEL: NF-03 INTRODUCTION: The position is located within NAF Human Resources Branch, Marine Corps Community Services (MCCS), Camp S.D. Butler, Okinawa, Japan. The Senior Personnel Security Specialist supports determining the suitability/fitness for entry and retention in over 1200 NAF positions as well as for in-home family care provider, contractor, and volunteers (an additional 250 investigations annually). This position reports to the Personnel Security Supervisor. DUTIES AND RESPONSIBILITIES: Provides specialized support to the Personnel Security Program to assist with administration of the background check, continuous vetting, Insider Threat, and OPSEC programs. Processes personnel security investigations and eligibility requirements for personnel in accordance with DOD, Navy, and Marine Corps policies. The guidelines are not always specific and require that Senior Personnel Security Specialists use judgment in determining the best course of action to comply with regulations. Serves as back-up to the Personnel Security Supervisor during absences; therefore, must understand that position as well as have equivalent system access. Executes basic adjudications of local records and fitness cases, particularly those for GOV licensing. Designation as an adjudicator allows for pickup of criminal records from MCB Butler PMO. In the absence of Personnel Security Supervisor, interviews personnel under adjudication. Enters reports and adjudications into the federal system of record as needed. Applies practical knowledge of advanced security principles, concepts, and methodologies in carrying out assignments. The incumbent uses initiative in identifying issues or opportunities for process improvement and is expected to aid junior teammates with problems or unfamiliar situations that arise. Executes policies and procedures required for the operating the personnel security program, including performing continuous vetting, Continuous Evaluation, OPSEC, and Insider Threat Program activities. Initiates and reviews federal investigation requests using the Office of Personnel Management¿s Electronic Questionnaires for Investigation Processing (e-QIP) automated system or successor. Approves and submits applications by gathering documentation, obtaining signatures, and collecting fingerprints. Verifies the status of existing investigations by utilizing the federal system of record. Completes checks of the Defense Criminal Investigative Index or successor. Represents the MCCS Personnel Security Program to customers and organizational leadership by explaining processes, guidance, and required documentation utilized by the security program. Maintains electronic records for background checks utilizing PeopleSoft and SharePoint as well as federal systems of record with a high standard of accuracy. Coordinates with various installation, State, and Federal authorities to obtain records as well as investigation statuses. Tracks fingerprint processing and investigation adjudication statuses through federal systems of record and ensures local records are updated accordingly. Performs the security in-brief upon new employee in-processing to include NDA brief and certification, when applicable. Properly disposes of security documentation when it is no longer authorized for storage. Enters incident reports in the absence of the Personnel Security Supervisor.

Qualifications

BASIC REQUIREMENTS: Must be a U.S. Citizen. Current Tier 3 (Secret Clearance) federal investigation eligibility and must be able to obtain and maintain a Tier 5 (Top Secret Clearance) to complete assigned duties. Three years of experience in the field of security, risk management, or law enforcement. Relevant education may be used as a substitute for experience. QUALIFICATION REQUIREMENTS: Must demonstrate analytical ability, mature judgment, and knowledge of the security mission and operation of the program. Experience in applying tact and diplomacy when dealing with sensitive issues, to include conducting objective analysis, fact finding, and exercising confidentiality and privacy. Knowledge and experience in administrative procedures such as managing electronic and hard copy records, designing forms, and other office procedures. Must have demonstrated accuracy and attention to detail in a high impact/ high risk environment. Knowledge and ability in operating Microsoft Programs such as Outlook, Word, and Excel to perform data entry and data gathering; create various charts and statistical reports. Experience with PeopleSoft (or other human resource personnel management software) and SharePoint preferred. Must possess excellent customer service skills, interpersonal skills, tact and problem-solving abilities with an ability to convey policies and/or procedures in a professional manner to all levels of the work force. Ability to work independently and efficiently in handling multi-task assignments and prioritizing work in a fast-paced, changing work environment. Ability to lead from within the team, training and supporting junior members. Must complete appropriate training and certification in Federal Suitability/Fitness Adjudication within the first year. This position has been designated as Critical Sensitive and therefore requires the ability to obtain a Top Secret clearance. The incumbent must undergo a Tier 5 investigation and is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may be the basis for removal from this position. Continued employment is subject to maintaining a favorable adjudication of the security investigation. This activity is a Drug-free workplace.
