The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Deputy Chief Financial Officer and Director of Finance. This position is a Senior Executive Service (SES) General position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Major duties

As Deputy CFO and Director of Finance for the Census Bureau the incumbent will: Provide technical policy, procedure, guidance and financial management leadership on overall fiscal and accounting matters. Provide guidance and direction for comprehensive financial management functions such as cash management, internal controls, prompt payment, electronic payments, travel management and cost accounting. Lead preparations for high-risk stand-alone audits conducted at the bureau by the Office of Inspector General during the years before, during, and after the decennial census. Safeguard the bureau's assets and resources against purchase card theft, travel abuses, property mishandling, and other fraudulent activities. Provide leadership in bureau budget proposal and/or justification efforts, advising senior leadership on funding strategies and novel solutions to new or unique programmatic funding requirements. Anticipate the effects of legislative and administrative changes and initiatives and ensure development of effective, legally-compliant, fully responsive budget formulation strategies to provide for implementation of programmatic priorities. Develop and/or oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve complete compliance with applicable laws and regulations as well as internal and external policy; and adopt adequate measures to address anomalies and eliminate/mitigate risk of future non-compliance. Review and evaluate operational systems and processes approaches that improve Office of the Chief Financial Officer procedures. Maintains liaison with key management officials and provides assistance on complex financial management issues that cut across organizational lines. Oversee accurate allocation of costs among budget accounts and evaluate proposals for reprogramming of funds, advising managers and bureau leadership on all appropriate compliance measures and ensuring that approved transfers of budget authority between budget accounts is consistent with reprogramming regulations. Institute methodologies, organizational practices and processes to ensure audit readiness and accuracy, consistent with applicable U.S. Government generally accepted accounting principles and prescribed Departmental accounting policies and procedures. Advise senior leadership on the entire range of budgetary and financial matters, including internal control measures, and build consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to more efficient allocation of resources. Travel Required: Occasional Travel Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated senior-level experience overseeing core federal financial management functions, including accounting, financial reporting, payments, travel, reimbursements, and related administrative financial services while providing authoritative financial advice to senior leadership across centralized and decentralized environments. Demonstrated ability to lead organization-wide financial oversight and internal control programs including designing and executing control testing strategies, evaluating and remediating deficiencies, and ensuring audit readiness, risk management, and accountability across complex financial operations.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.   • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to address the ECQs. Instead, you should attach proof [e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)] of your eligibility for noncompetitive appointment to the SES.
