About the Position: This Supervisory Acquisition Analyst position is located at Aberdeen Test Center, Command Staff (S-8) Resource Management with duty location of Aberdeen Proving Ground, MD. (merit)

Major duties

  • Manages the full lifecycle of acquisition planning and contract administration
  • Serves as a Contracting Officer's Representative (COR)
  • Develops acquisition strategies, reviews solicitation packages and contract types, monitors administration (funding, cost adjustments, closeouts), and validates DA/DoD tasker reports.
  • Advises program officials in procurement planning meetings, assists with statements of work, analyzes contractor costs
  • Develops innovative contracting approaches, solves complex or ambiguous regulatory problems, and ensures compliance with DA/DoD regulations.
  • Plans and publishes guidance and training materials for acquisition personnel, oversees the Government Purchase Card (GPC) program, validates contractor manpower and budget data (PDC, CMRA)
  • Supervises subordinate employees, sets priorities, assigns work
  • Evaluates performance, interviews and recommends candidates for hire, resolves complaints, handles minor disciplinary actions, and identifies staff training and development needs.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes work that involves: 1) Pre-award to post-award acquisition planning, milestone tracking, compliance reviews, and complex contract modifications, and; 2) advising program officials, developing SOW's, determining pricing strategies, and solving complex regulatory hurdles, and; 3) Serves as a Contracting Officer's Representative (COR) for contracts when so designated by a Contracting Officer. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
