Management and Program Analyst (Resource Integration)
About the Position: This position is located at the U.S. Army White Sands Missile Range, with a duty location of White Sands Missile Range, New Mexico. Major duties
- Integrates enterprise resource data to advise senior leadership on funding priorities, workforce planning, and mission impacts, ensuring unified resource oversight.
- Leads strategic resource planning, evaluating fiscal and operational impacts of agreements, land use, and contract requirements to support mission execution.
- Manages support agreements, negotiating and ensuring compliance with fiscal law and Army policy while resolving cross-agency operational and financial issues.
- Oversees internal controls, directing activities, monitoring metrics, and preparing the annual Statement of Assurance to mitigate risk and strengthen governance.

Specialized Experience: One year of specialized experience which includes: 1) Integrating resource planning across financial management, manpower, acquisition, and/or mission support functions to ensure compliance with fiscal law and/or organizational priorities; and 2) Analyzing program plans and/or funding to assess impacts, identify risks, and/or recommend corrective actions; and 3) Advising senior leadership on resource execution, strategic plans, funding priorities, and/or enterprise risk; and 4) Administering internal control programs to monitor compliance, track corrective actions, and/or prepare assurance statements for leadership. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-03/GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
