Financial Specialist
About the Position: This position serves as a Financial Specialist for the U.S. Army Security Assistance Command. The Army's Face to the World, the one-stop focal point for Army FMS, and the international partner of choice in U.S. Security Assistance.
Major duties
- Compile financial statements required by local budget, supply management, and/or higher headquarters activities.
- Monitor unliquidated obligations to effect financial management relative to the cash position and integrity of the funds.
- Serve as a technical advisor directing the accomplishment of funding within a prescribed program.
- Revise existing financial policy for improved management of the foreign military sales (FMS) process.
- Participate in conferences with financial representatives to determine mission policy or procedures.

Specialized Experience GS-11: One year of specialized experience which includes 1) Providing technical advice to staff members to help determine appropriate courses of action on a variety of administrative, logistical, and financial matters; 2) Applying financial concepts, principles, procedures, and techniques to support organizational operations and resolve issues; 3) Producing original financial worksheets, analyses, and reports for use in decision-making and program oversight; 4) Participating in decision-making sessions involving logistical and financial personnel, including those engaged in Foreign Military Sales activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes 1) Reviewing work methods and operational processes to identify opportunities for financial improvements; 2) Identifying, interpreting, and assessing financial record controls to ensure compliance with applicable laws, regulations, and policies; 3) Applying appropriate financial procedures and documenting recommendations for stakeholders to enhance financial accountability and efficiency; 4) Performing financial case management activities in support of Foreign Military Sales (FMS), including analysis, documentation, and coordination of financial data and actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09). Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
