This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Position in the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Lead Natural Resources Specialist responsible for the management of Corps of Engineers recreation and fish/wildlife mitigation lands for portions of Nebraska, Iowa, and Missouri that includes 14 reservoir projects, and lands under the Missouri River Recovery Program (MRRP).

Major duties

  • Develop and implement of a variety of natural resource management and protection programs including soil conservation, fire protection, pollution abatement, cultural resources protection, navigational servitude, and resolution of encroachments.
  • Oversees the implementation of coordinated land management plans, operational controls, and procedures necessary for conservation and use of project resources.
  • Serves as the principal manager of fish, wildlife, and natural resource planning for area of responsibility.
  • Serves as the principal manager of the operation and maintenance of the Missouri River Recovery Program mitigation sites located on the Missouri River.
  • Responsible for fourteen assigned flood control projects, numerous USACE Missouri River Recovery Program mitigation sites, park and recreation leased sites in Iowa and Nebraska.
  • Conducts compliance inspections and resolves cases of non-compliance through negotiation and conflict resolution techniques.
  • Establishes and implements a continuing program of land patrols and inspections to prevent unauthorized use, trespass, or destruction of property, and to ensure visitor compliance with usage.
  • Provides for visitor safety and protection through establishment of a safety program to include numerous outreach events, coordination with partner agencies, and the maintenance of signs and fencing.

Additional information about transcripts is in this document. Basic Requirement for Lead Natural Resources Specialist (0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes includes work that involves: 1) assisting in the development of natural resource management plans for public lands or similar properties; and 2) conducting inspections of land or water areas to ensure compliance with environmental or recreational regulations; and 3) coordinating with internal or external stakeholders on matters related to natural resource use or conservation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
