Chemist

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as project delivery team representative on environmental remediation projects, focusing on chemistry matters, investigates complex chemistry problems arising at toxic and hazardous waste sites.

Major duties

• Prepares Scope of Work(SOW) and Independent Government Estimates (IGE) for contacted environmental clean-ups at toxic and hazardous waste sites, focusing in on chemical aspects of the contract.
• Reviews and interprets toxic and hazardous waste sampling, testing, analysis and cost data of contractor reports to verify the accuracy and adequacy of the data.
• Utilizes physical and chemical data to develop the conceptual site model, and documents current status, and forecasts remediation alternatives to achieve site closure.
• Writes and executes investigation plans and studies for toxic and hazardous waste to ensure compliance with chemical sampling, testing, and analysis quality assurance standards.
• Interprets/negotiates with regulatory authorities to set project criteria and apply Environmental Protection Agency (EPA), State standards and guidelines, Corps of Engineers (COE) as it pertains to chemistry practices.
• Performs quality control (QC) reviews of work products to ensure compliance with Engineer Regulations and guidance provided in the section Standard Operating Procedures (SOPs), and directives.
• Acts as district advisor and lead representative for environmental due diligence and Phase 1 environmental site assessments on properties of interest to DOD, DA or US Army Corps of Engineers.
• Prepares technical memorandums, white papers, project reports, plans pertaining to site conditions, chemistry of toxic, radioactive and hazardous waste for District, other COE Divisions, State and Federal agencies, and private groups.

Additional information about transcripts is in this document. Basic Education Requirement for Chemist: A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes:

1. Experience working on hazardous, toxic, or radioactive waste environmental projects; AND
2. Experience with coordinating multidisciplinary teams and sponsor/customer requirements and communicating project progress, issues and impacts; AND
3. Experience measuring and monitoring progress and allocating project funds to team members and contractors. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
