This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Appraiser in USACE Baltimore District, performing and directing complex real estate valuations, technical appraisal reviews, and valuation consulting for civil works, military, and environmental projects.

Major duties

  • Plan and coordinate appraisal projects across the District, including real estate valuation and property interests for acquisition, management, and disposal.
  • Conduct appraisals for acquisition and disposal involving complex properties, such as residential/commercial subdivisions, industrial tracts, utilities, quarries, marinas, airports, and multi-use developments.
  • Determine fair cash-market values for fee title, qualified fee, leasehold interests, and complex easements.
  • Conduct technical reviews of staff and contract appraisals regardless of amount, inspecting subject and comparable properties as needed and preparing written findings and recommendations.
  • Perform final technical reviews of appraisals to support real estate negotiations with property owners.
  • Inspect properties and develop valuation calculations using comparable sales and highest-and-best-use analyses (before and after partial takings).
  • Conduct detailed inspections of government-owned lands, buildings, and improvements to establish current rental, sale, or salvage values for leasing or disposal.

GS-12 Specialized Experience One year of specialized experience which includes:1) Directing end-to-end valuation services; and 2) Coordinating complex workload distributions; and 3) Delivering comprehensive appraisal consulting across a diverse portfolio of conventional and specialized property types. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
