Program Manager (Program Officer Acquisition)
About the Position: U.S. Army Aviation and Missile Command is recruiting for a Program Manager (Program Officer Acquisition), NH-0340-04 position.
Major duties
- Oversees the management and execution of rotary wing projects in the areas of financial management, acquisition, fielding, and logistics to ensure required hardware, software, supplies, and services are delivered for the project.
- Plan rotary wing project objectives to achieve goals within recognized constraints and standards.
- Develops regulatory documentation for rotary wing projects to meet project-specific requirements and obtain necessary approvals.
- Assist in preparing Requests for proposals, Statement of Work, Contract Data Requirements Lists, specifications, acquisition, and evaluation plans to support rotary wing contracting actions.
- Conduct contractor program reviews to verify performance against contractual obligations.
- Conducts complex reviews for rotary wing projects to assess project progress as they pertain to cost, schedule, and performance considerations.
- Brief senior level management on the status of assigned rotary wing programs, developing courses of action and making recommendations to address program cost, schedule, and performance issues.

In order to qualify, you must meet the specialized experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the NH-03 pay band (GS-12/13 equivalent or higher) in the Federal Service, which includes the following:
- Effectively managing assigned rotary wing programs in various areas such as cost, scheduling, and performance to ensure program objectives are met;
- Analyzing rotary wing program risks, issues, and opportunities to determine appropriate management strategies;
- Developing acquisition strategies for implementation to achieve program goals; and
- Preparing acquisition packages for the procurement and fielding of capabilities for rotary wing platforms to include requests for proposals, statement of works, contract data deliverables, cost estimates, specifications and technical evaluations.
