TELECOMMUNICATIONS SPECIALIST

The primary purpose of this position is to serve as a technical advisor to local installation users in the area of operations and maintenance as related to tactical radio and SATCOM systems.

Major duties

Tactical radio and SATCOM subject matter expert. Operates and maintains the tactical radio and SATCOM assets assigned to the 48th Communication Squadron, 48th Fighter Squadrons, and all applicable units on base. Base Enterprise Land Mobile Radio (ELMR) systems administrator and operator. Administers and maintains assigned ELMR equipment and network systems used to provide command and control communications. Operate, maintain, and troubleshoot base mass notification system and public address equipment. Maintain and troubleshoot for communication equipment. Interacts with USAFE representatives, manufacturers' representatives, and field unit personnel to resolve equipment and system issues.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/telecommunications-series-0391/ EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower grade level (GS-09) or equivalent in other pay systems. Specialized experience includes: evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology; as well as designing Enterprise Land Mobile Radio (ELMR) network systems and complex interfaces while adhering to contracting procedures and legal guidelines during the development, installation, and maintenance of critical radio services; operating tactical radio and SATCOM equipment while planning installation procedures and implementing security protocols to deliver functional support to squadron operations; and optimizing portable radio components and base-wide system infrastructures by utilizing testing methods and providing technical guidance on radio asset design and operation. OR EDUCATION: Must have a PH.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Major studies include: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Enterprise Land Mobile Radio networks and systems, conventional and trunked equipment operational requirements, vehicle installation standards, network creation including hardware/software, network security practices and network administration practices. Knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with radio and SATCOM equipment. Knowledge of mass notification systems and public address systems, with capabilities to operate, maintain, and troubleshoot the systems. Knowledge of safety regulations, procedures, and practices. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes. Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner. Ability to use computer terminals to enter and extract data to maintain records and document actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
