The primary purpose of this position is to serve as an Intelligence, Surveillance and Reconnaissance (ISR) Coalition Information Technology (IT) Project Manager with responsibility for providing project oversight for implementation, operation and maintenance of USAFE-unique in-garrison, GSU, NATO, theater coalition and partner nations systems.

Major duties

Evaluates and analyzes USAFE theater-wide computer equipment and C4I system requirements. Prepares inputs to USAFE theater C4I systems budgets and contracts required for short range execution and long-term programming. Plans and directs implementation efforts to ensure interoperability between C4I systems installed within USAFE. Provide logistics management for U.S. Coalition, BICES and Bi-Lateral IT system interfaces.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-11) or equivalent in other pay systems. Specialized experience includes: applying a wide range of IT principles, concepts, methods, policies, designs, tests, and applications for both hardware and software to assess the organization's IT business requirements; utilizing systems architecture, integration techniques, and testing methods to conduct feasibility studies; and performing feasibility studies, cost analysis reviews, and strategic investment plans to develop courses of action along with suitable alternatives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of system architecture, integration techniques, and testing methods.
  • Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
  • Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
  • Knowledge of NATO and Foreign Military Sales (FMS) process and how to resolve logistics and/or TDA requirements.
  • Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
  • Ability to analyze interrelationships between pertinent components of C4I, NATO and partner nation systems.
  • Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other required support agencies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
