FACILITY MAINTENANCE OPERATIONS SPECIALIST
The primary purpose of this position is: To serve as the primary facility manager ensuring the maintenance and control Of the USAFA Visitor Center and planetarium. Major duties
Manages, Executes, and maintains Facility Manager Program for USA FA Visitor Center Building and Planetarium facilities Within acceptable standards. Integrates and synchronizes for equipment management by assisting with development, coordination, and execution plans for delivery, storage, installation and removal of furnishings and equipment. Performs all facility manager duties related to the operation and upkeep of the Visitor Center and Planetarium facilities. Performs duties to ensure the health, safety, and security of USAFA Visitor Center and Planetarium facilities. Attends meetings, working groups, and coordinates with various personnel to accomplish facility work.

Conditions of Employment Continued: IAW SA-2020-25 This position requires a physical/medical examination. The physical/medical requirements of this position as determined are: required to lift moderately heavy equipment or other items weighing under 50 pounds alone. With help, the employee may be required to lift items 50 or more pounds. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in the TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Facilities and Services Series 1601. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of general building maintenance work. An understanding of Civil Engineer work order database systems and an understanding of the work order precedence system. Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in service. Knowledge of safety and security principles for government facility organizations. Knowledge of basic facility programming; governing documents such as AFis, DoDis; work classification, prioritization, and Civil Engineering organization and hierarchy. OR EDUCATION: Successfully completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal policies and practical concepts, fundamentals, and procedures relating to facility services and supply programs, planning and equipment/asset management functions, operations, program requirements and operations applicable to real property management and financial management. Knowledge of government procurement systems, civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of safety, security, and environmental standards, regulations, and requirements and how to apply them. Skill in written and oral communications to negotiate or defend matters in working out solutions to problems or questions relating to work; brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports. Ability to monitor and develop technical specifications for a variety of service contracts and knowledge of institutional equipment, appliances, and maintenance requirements. Ability to schedule Visitor Center Conference Room and Theater, set up AN, tables and chairs for meetings, conferences, and special events at the USAFA Visitor Center according to plans and diagrams. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
