Lead Community Development Program Officer
This position is located at Departmental Offices, Domestic Finance - Community Development Financial Institutions Fund. The incumbent of this position reports to a CDFI Fund program manager and is assigned continuing responsibility for managing a major part of the manager's program. The purpose of the position is to ensure programs are administered fairly and efficiently, develop innovative and timely policy responses, conduct useful research and program assessment tools.
Major duties
As a Lead Community Development Program Officer, you will: Perform award reviews and provide funding concurrence and or recommendations for award justifications based on considerations such as quality, consistency and adherence to policies, procedures and applicable OMB and other Federal regulations. Establish, promulgate or evaluate policies, guidelines, procedures and methodologies that guide the operations, implementation and management of assigned area of program responsibility. Establish, implement and ensure compliance with policies and procedures governing awards, terms and conditions for funding investment, and compliance determinations. Provide information, guidance and direction to program staff.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Experience in at least ONE of the following areas:
- Evaluating and documenting the financial performance of Community Development Financial Institutions (CDFIs) through analysis of financial statements; OR
- Evaluating funding applications related to community development, CDFIs, or affordable housing.
AND; Experience in ALL of the following areas:
- Leading teams in the completion of projects or organizational initiatives; AND
- Identifying, recommending, and implementing organizational process improvements, such as enhancing operational processes, customer service delivery, decision-making protocols, or policies and procedures.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
