This position is a Supervisory Human Resources Specialist (Employee Relations) responsible for providing direct supervision and oversight over a team of Employee Relations HRS employees, as well as providing expert advice, training, and support to Transportation Security Administration (TSA) HRSs, supervisors, and managers on resolving workplace issues related to employee conduct and performance. The incumbent performs multiple and complex assignments under the minimal direction of a manager.

Major duties

This Supervisory HR Specialist (Employee Relations) position is located under Mission Support/Human Capital division in the Employee Relations Office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Assists the Branch Manager in: the development and implementation of program policies and procedures for Employee Relations (ER) programs. the review of program operations to identify areas requiring change or new approaches. the coordination of various studies and analyses to assess overall operations to improve efficiency and effectiveness. Assists the ER Branch Manager in serving as the HC and TSA Employee Relations Technical Subject Matter Expert (SME) in meetings with TSA Senior Leadership as well as representatives from DHS and other Federal Agencies. Serves as the first-line supervisor and directs all aspects of the work of subordinate employees including planning and assigning, reviewing and evaluating work and performance, setting priorities, coaching and employee development, approving leave and recommending and/or approving disciplinary actions. Manages allocated resources (staff, budget, equipment, etc.) to organize workload and meet priorities and objectives. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters.

Qualifications

In addition to the minimum qualifications described above, you must meet the following specialized experience to be considered qualified for the position: To qualify for the SV-J band (equivalent to GS-14), you must have one year of specialized experience at the SV-I band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience providing oversight on ER policy development related to time & attendance, FMLA, performance management, discipline and adverse actions. Experience researching, interpreting and implementing Federal case laws and 5CFR 751 regulations to make recommendations on corrective actions on ER cases. Experience utilizing Salesforce platform and SharePoint to provide data analytics and reporting on trends related to ongoing ER related cases. Experience composing and delivering training and presentations on ER cases (T&A, FMLA and performance cases) to internal and external audiences (i.e. TSA senior leadership, FSD in airports, HR and field supervisors/management). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
