We are seeking an experienced Data Governance Framework Author to develop, enhance and maintain an enterprise-wide Data Governance Framework within a banking environment. The role will define how data is owned, governed, controlled and managed across the organisation, ensuring alignment with regulatory requirements, internal risk appetite and the bank's target operating model. The successful candidate will work closely with the Data Office, Risk, Compliance, Technology and business stakeholders to translate regulatory expectations, including BCBS 239 principles on risk data aggregation and risk reporting , into practical and sustainable data governance standards and controls. Key Responsibilities Author, review and maintain the organisation's enterprise Data Governance Framework, policies, standards and supporting governance documentation.

Translate regulatory requirements, particularly BCBS 239 , into clear and practical data governance requirements.

Define data ownership, Data Owner and Data Steward responsibilities and accountability models across business units and data domains.

Develop and maintain RACI matrices , data stewardship models, governance charters and escalation frameworks.

Define standards and control requirements covering data quality, data lineage, data classification, metadata and data controls .

Develop data quality standards, control requirements and data quality rule catalogues.

Establish governance structures and operating models for forums such as Data Governance Steering Committees and Data Quality Working Groups.

Define how enterprise data governance requirements cascade into policies, procedures, controls and business-unit-level implementation.

Establish appropriate framework review, version-control and governance processes to ensure documentation remains current.

Partner with Risk, Compliance, Technology, Data Office and business stakeholders to ensure governance requirements are practical and implementable.

Review proposed exceptions or changes and assess their impact against regulatory and governance requirements.

Challenge stakeholders where proposed approaches may create data governance, control or regulatory gaps.

Produce clear, concise and audit-ready documentation suitable for senior management, business users, control owners, internal audit and regulators.

Support stakeholder reviews, governance meetings and approval processes for the Data Governance Framework.

Requirements Bachelor's degree in Information Management, Data Management, Business, Technology, Risk Management or a related discipline.

Strong professional experience in Data Governance, Data Management, Data Risk or Data Controls , preferably within banking or financial services.

Demonstrated experience developing or authoring enterprise-level Data Governance Frameworks, policies, standards or control frameworks .

Strong knowledge of BCBS 239 and its application within banking environments.

Good understanding of data ownership and stewardship, data quality, data lineage, metadata management, data classification and governance controls.

Experience developing governance artefacts including RACI matrices, control standards, governance charters and operating models.

Strong understanding of regulatory, risk and control expectations within financial institutions.

Excellent policy, framework and technical documentation writing skills.

Ability to communicate complex data governance and regulatory concepts clearly to both technical and non-technical stakeholders.

Strong stakeholder management skills with the confidence to engage and challenge senior business, risk and technology stakeholders.

Ability to balance regulatory requirements with practical business and technology constraints.

Experience working with Data Office, Risk, Compliance, Audit and Technology functions would be advantageous.
