Based on Article 12 of the Statute of Jurja Dobrila University in Pula, and in accordance with Article 24, paragraph 1 of the Basic Collective Agreement for civil servants and employees in public services (NN 29/2024) and Article 5 of the Ordinance on the announcement and implementation of public competitions for employment to civil servant and employee positions, the Rector of Jurja Dobrila University in Pula, prof. dr. sc. COMPETITION

for the selection of an employee for the job of Category I – associate – associate for the preparation and implementation of European Union projects in the Department for the preparation and implementation of European Union projects for a fixed term of 29 months, part-time (4 hours per day) – 1 executor (m/f), with a mandatory probationary period of six (6) months

Requirements:

  • completed university graduate studies or university integrated undergraduate and graduate studies or specialist graduate professional studies in a technical or social field,
  • at least 1 (one) year of work experience in corresponding jobs,
  • active knowledge of the English language in speaking and writing,
  • knowledge of computer work.

Job description: collects and processes data needed for the preparation and application of projects funded from EU funds, performs administrative and professional tasks for the needs of the Department, prepares and compiles the necessary documentation for competitions, applications, and project implementation, assists in maintaining administrative and financial records of projects, monitors deadlines, conditions, and competition procedures and ensures timely submission of documentation, participates in the coordination of activities with project partners and external collaborators, assists in preparing reports on project implementation for the needs of internal and external bodies, participates in the preparation and organization of education, workshops, and meetings related to EU projects, monitors regulations and internal procedures related to project management and applies them in practice, monitors the implementation of project activities in the field, communicates with consultants, contractors, and supervisory bodies during the implementation of investments, collects, archives, and processes data needed for reporting to EU bodies and national agencies, performs financial tasks related to monitoring project costs and expenditures, maintains records of project activities, results, and costs, participates in the preparation of documentation for project audits and controls, performs professional and administrative tasks of preparing and creating projects and programs, especially the preparation of projects for application to EU funds and other international sources, funds of financial institutions, and foreign governments, cooperates on the implementation of projects and programs according to the contracts concluded between international or national donors and the University, maintains and updates official records within the scope of the Department's work, collects and processes data in the process of preparing and creating projects and programs, performs other tasks by order of the Head of the Department for the preparation and implementation of European Union projects and reports directly to them for their work.

Along with a hand-signed application to the competition, applicants are obliged to attach:

a) curriculum vitae b) copy of diploma (applicants who obtained the qualification abroad must attach an explanatory opinion of the competent agency on the foreign educational qualification) c) proof of citizenship (copy of identity card, passport, certificate of citizenship, or electronic record from the register of citizens) d) proof of work experience (electronic record or certificate of data recorded in the master record of the Croatian Pension Insurance Institute („ispis staža“) from which the employer, duration of insurance period, actual and required professional qualification is evident, or employer's certificate or other document (copy of employment contract, decisions, etc.) from which it is visible in which profession, in which jobs, and for what duration the work experience was achieved. We note that a certificate from the Croatian Pension Insurance Institute regarding salary is not to be submitted.) e) certificate that no criminal proceedings are being conducted against the candidate, not older than 3 months from the date of publication of the public competition

Applicants are admitted to employment with a probationary period of six months.

The mentioned documents and attachments are to be submitted as uncertified copies in the Croatian language and Latin script.

Persons of both sexes have the right to apply to the competition under equal conditions. Expressions used in this competition that have a gender meaning are used neutrally and refer equally to both sexes.

Applicants who exercise the right of preference in employment according to special regulations are obliged in the application to the competition to refer to that right and, along with the application, to submit a certificate of recognized status from which the mentioned right is visible. Applicants exercise preference in employment compared to other applicants only under equal conditions. For applicants applied to the public competition who submit a timely and regular application and fulfill the formal requirements of the public competition, an interview will be conducted. Applicants will be timely informed about the time and place of the interview.

If an applicant does not attend the interview, it will be considered that they have withdrawn their application to the competition.

The University reserves the right not to select any applicant to the competition.

A regular application is considered to be a hand-signed application that contains all the data and attachments specified in the public competition. A person who has not submitted a timely and regular application or does not fulfill the formal requirements of the public competition is not considered a candidate applied to the public competition, of which they will be provided with written notice.

Incomplete and untimely applications will not be considered.

Based on Article 12 of the Act on Salaries in Civil Service and Public Service (Narodne novine no. 155/23), the basic salary consists of a multiple of the coefficient for the calculation of the salary of the position to which the civil servant and employee is assigned and the basis for salary calculation. Article 18 of the Act established a supplement for years of service, which amounts to 0.5% of the basic salary for each completed year of service. The basis for salary calculation for employees in public services was determined by the Decision on the amount of the basis for salary calculation in public services in 2026, which the Government of the Republic of Croatia adopted on January 30, 2026, and from April 1, 2026, the basis amounts to 1,015.00 euros gross. The complexity coefficient of the associate job position according to the Ordinance on job titles, conditions for assignment, and coefficients for salary calculation in public services (Narodne novine no. 22/24) is 1.80.

By applying to the competition, applicants are explicitly agreeing that Jurja Dobrila University in Pula, as the controller of the personal data collection, may collect, use, and continue to process data for the purpose of conducting the competition procedure, in accordance with national regulations and internal acts on personal data protection, ensuring the correctness of the handling of such data on the part of all persons who will be legally allowed access to the data, which includes its use exclusively for lawful purposes and in no way that could be considered contrary to the interests of the applicants.

The deadline for submitting applications is 8 (eight) days from the day of publication of the competition on the University's web pages and the official web pages of the Croatian Employment Service.

Applications with attachments are submitted in person or by registered mail to the Rectorate of Jurja Dobrila University in Pula, Zagrebačka 30, 52100 Pula (1st floor, Department for Human Resources Management) with the notation „za natječaj“ (for the competition) along with the name of the job position.
