This is an 18-month fixed-term contract/secondment opportunity, ending on 31st March 2028.

We are hiring a new Public Health Programme Lead for addressing gambling-related harms in the East of the county to join our innovative Public Health team. The role will require hybrid working, the team is currently based in Woodhatch, Reigate. This role will transfer to the new West Surrey Authority from April 2027 as part of Local Government Reorganisation (LGR).

Surrey has a commitment to addressing gambling harms, demonstrated by the Whole System Approach to Addressing Gambling Harms Strategy published in 2026. This followed a successful prototype implementing this approach in one area in Surrey. This post will scale up the recommendations of the strategy in the East of the county. This post will also have the opportunity to work closely with Surrey's Health Determinants Research Collaboration (HDRC) team to further develop research to understand and address gambling harms.

About the Team

The Surrey Public Health Team sits within the Adults, Wellbeing and Health Partnerships Directorate and works to improve health outcomes and reduce health inequalities.

Surrey has a strong reputation for public health training and workforce development. As trainee and early-career programmes continue to grow, the team works closely with local, regional and national partners to support the development, retention and progression of the future public health workforce.

About the Role

In this role, you will lead Surrey's programme to address gambling-related harms across West Surrey. You will work in close collaboration with the Public Health Programme Lead addressing gambling harms in the East, helping to reduce inequalities and improve outcomes for residents and communities most affected. Using evidence-based approaches, you will develop and deliver implementation of the Surrey Whole System Approach to Addressing Gambling Harms Strategy, and evaluate the whole-system programme of work, working with partners across health, local government, the voluntary and community sector, and wider public services. A key focus of the role will be providing strategic leadership for the development of a system-wide approach to data and intelligence, bringing together information from multiple partners to better understand the prevalence and impact of gambling harms, identify unmet need to inform the development of the programme and measure the effectiveness of interventions and programme outcomes. You will also play a leading role in building strong partnerships with community, voluntary and faith organisations, recognising their vital contribution to prevention, early intervention and support. Working collaboratively across sectors, you will help strengthen local capacity, empower communities, and support the development of sustainable, community-led responses to gambling-related harm.

The role will oversee a range of initiatives including workforce development, prevention and awareness campaigns, referral pathways, needs assessments, community engagement and policy development. You will use data and insight to shape commissioning and service improvement, manage programme resources, and provide expert advice and recommendations to senior partnerships and governance boards to drive system-wide change.

• Experience of leading and delivering complex public health, prevention, or population health programmes across multiple organisations and sectors.

• Experience of using data, evidence and insight to identify need, inform decision-making, measure impact and drive service improvement.
