  1. JobSummary

SSTC Institute is seeking a detail-oriented,organised, and responsible Human Resources / Finance Executive tosupport the Institute's human resource management, financial administration,and daily operational activities. The successful candidate will be responsiblefor coordinating HR processes, maintaining employee records, assisting withpayroll administration, managing financial transactions, and ensuring accuratedocumentation in accordance with the Institute's policies and relevantSingapore regulatory requirements. The role requires strong organisationalskills, confidentiality, accuracy, and the ability to work collaborativelyacross departments within a Private Education Institution (PEI).

  1. KeyResponsibilities

A. HumanResources Management Recruitment and Onboarding Coordinate recruitment activities, including job advertisements, interview scheduling, candidate correspondence, and recruitment documentation. Assist with preparing employment contracts, appointment letters, and other employment-related documents. Facilitate employee onboarding and offboarding processes, including orientation, document collection, and exit clearance. Assist with employment pass and work permit applications, renewals, and cancellations through the relevant Ministry of Manpower (MOM) systems. HR Administration and Employee Relations Maintain and update employee attendance, leave records, medical certificates, and other HR-related information. Support staff performance appraisal exercises, probation reviews, contract renewals, and confirmation processes. Assist in organising staff training, professional development activities, and employee engagement initiatives. Respond to routine employee enquiries regarding HR policies, benefits, and administrative procedures. Payroll and Statutory Compliance Prepare and verify monthly payroll information, including attendance, overtime, allowances, deductions, and leave adjustments. Coordinate payroll processing and ensure timely submission of payroll information for management approval. Assist with CPF contributions, Skills Development Levy (SDL), and other applicable statutory obligations. Maintain payroll records and assist with annual employee income tax reporting, including IR8A and applicable IR21 tax clearance procedures. B. Financeand Accounting Administration Accounts Payable and Receivable Process and maintain records of invoices, payment vouchers, receipts, reimbursements, and other financial transactions. Assist in monitoring accounts payable and accounts receivable to ensure timely payments and collections. Liaise with vendors, suppliers, students, and internal departments on payment-related matters. Support the Finance Manager in monitoring outstanding payments and following up on overdue accounts. Financial Record-Keeping and Reporting Maintain accurate financial records and ensure proper filing of accounting documents. Assist with bank reconciliation, petty cash management, and routine accounting entries. Support the preparation of monthly financial statements, expense reports, and management reports. Assist with tracking departmental expenditure against approved budgets. Student Fee Administration Assist in processing and reconciling student tuition fee payments, instalments, refunds, and other course-related charges. Coordinate with the Student Services and Business Development departments to ensure accurate student payment records. Assist with student fee reporting and documentation required for regulatory compliance. Ensure that financial transactions relating to students are properly recorded and supported by relevant documentation.

  1. JobRequirements

Education and Qualifications Diploma or Degree in Human Resource Management, Accounting, Finance, Business Administration, or a related discipline. Relevant professional certifications in HR, payroll, or accounting would be advantageous. Experience Minimum 1 year of relevant working experience in HR administration, finance, accounting, or a combined HR and finance role. Experience in Singapore's education sector or Private Education Institutions (PEIs) would be an advantage. Familiarity with Singapore employment regulations, CPF requirements, and payroll administration is preferred. Experience with accounting software, HR management systems, and Microsoft Office applications is desirable.

Ensure timely processing of payroll information, statutory submissions, invoices, and payments. Support efficient recruitment, onboarding, and employee administration. Maintain audit-ready HR and financial documentation. Achieve a specific employee's feedback score based on employee survey. Achieve an average employee's retention of 24 months. Achieve a specific online platform rating such as Glassdoor, Indeed and LinkedIn.
