Senior Quantity Surveyor

Job Description

We are seeking an experienced Senior Quantity Surveyor to manage the quantity surveying and commercial aspects of a major hospital development project in Singapore. The successful candidate will be responsible for cost management, measurement, valuation, contract administration, variations, claims, procurement and final accounts, while working closely with the project, contract, planning and construction teams to ensure effective commercial control throughout the project lifecycle.

Key Responsibilities

• Manage quantity surveying and commercial activities for the assigned hospital development project.
• Review and interpret contract conditions, drawings, specifications, bills of quantities and other contractual documents.
• Prepare and maintain project cost plans, budgets and cost forecasts.
• Perform measurement and valuation of construction works, variations and claims.
• Review and evaluate subcontractor and supplier quotations and commercial proposals.
• Manage subcontract administration, including payment applications, variations, claims and final accounts.
• Prepare, review and negotiate variation orders and associated cost implications.
• Assess extension of time (EOT), loss and expense and other contractual claims in coordination with the Contract and Planning teams.
• Monitor project expenditure, commitments, variations and potential cost exposures.
• Prepare monthly commercial reports, cost reports and forecasts for management review.
• Monitor actual costs against approved budgets and identify potential cost overruns.
• Work closely with the Cost Control Manager to monitor project cost performance and forecast final costs.
• Liaise with clients, consultants, quantity surveyors, subcontractors and suppliers on commercial and contractual matters.
• Review progress claims and certify or recommend payments based on measured and verified work progress.
• Assist in procurement and tendering activities, including preparation of tender documents and commercial evaluations.
• Review subcontract terms and ensure commercial alignment with the main contract.
• Maintain proper records of contracts, variations, claims, payment certificates, correspondence and commercial documentation.
• Coordinate with the Planning team on progress measurement, delay events and programme-related commercial matters.
• Assist in the preparation of cash flow forecasts and project financial projections.
• Identify commercial risks and provide recommendations to the Project Director and senior management.
• Lead the preparation and negotiation of final accounts and project close-out documentation.
• Provide guidance and mentoring to Quantity Surveyors and junior commercial staff.
• Perform other quantity surveying and commercial duties assigned by the Project Director or Commercial/Contract Manager.

Requirements

• Degree or Diploma in Quantity Surveying, Construction Management, Civil Engineering or a related discipline.
• Minimum 7 years of relevant quantity surveying experience in building or construction projects.
• Prior experience in hospital or healthcare projects is preferred.
• Strong experience in measurement, valuation, cost control, contract administration, variations and claims.
• Experience managing subcontract packages and commercial matters for large-scale building projects.
• Good knowledge of construction contracts, BOQ, specifications, drawings and procurement processes.
• Experience in preparing and negotiating subcontractor payment claims, variations and final accounts.
• Knowledge and experience in EOT, loss and expense and other contractual claims will be an advantage.
• Strong understanding of project cost control, forecasting and commercial reporting.
• Proficient in Microsoft Excel, Word and other quantity surveying/commercial software.
• Good analytical, numerical, negotiation and problem-solving skills.
• Strong communication and stakeholder-management skills.
• Able to work independently and effectively with project, planning, contract, procurement and construction teams.
