Quantity Surveyor
Job Description
We are seeking a qualified and experienced Quantity Surveyor to support the commercial and quantity surveying activities for a major hospital development project in Singapore. The successful candidate will be responsible for measurement, cost monitoring, valuation, procurement, subcontract administration, variations and claims, working closely with the project, contract, cost control and construction teams.
Key Responsibilities
- Assist in managing the quantity surveying and commercial activities of the project.
- Review contract conditions, drawings, specifications, bills of quantities and other relevant documents.
- Perform measurement and valuation of construction works and completed work activities.
- Prepare and review interim payment applications and progress claims.
- Evaluate subcontractor and supplier quotations and commercial proposals.
- Assist in the preparation, assessment and negotiation of variation orders.
- Monitor and record approved, pending and potential variations.
- Assist in evaluating subcontractor claims, payment applications and final accounts.
- Support the preparation and assessment of extension of time (EOT), loss and expense and other contractual claims.
- Monitor project costs, commitments and commercial exposures.
- Prepare regular cost reports and assist with cost forecasts and budget monitoring.
- Liaise with subcontractors, suppliers, consultants and project team members on commercial matters.
- Assist in procurement and tendering activities, including preparation of tender documents and commercial comparisons.
- Review subcontract agreements and ensure compliance with contractual requirements.
- Maintain proper records of contracts, measurements, payment applications, variations, claims and commercial correspondence.
- Coordinate with the Planning team to verify work progress and support progress measurement.
- Assist the Cost Control Manager and Contract Manager in monitoring project cost performance.
- Participate in site measurements and inspections to verify completed works.
- Assist with preparation and negotiation of subcontractor final accounts.
- Support project close-out and final account preparation.
- Provide commercial advice and support to the project team as required.
Requirements
- Degree or Diploma in Quantity Surveying, Construction Management, Civil Engineering or a related discipline.
- Minimum 3 years of relevant experience in quantity surveying or commercial management within the construction industry.
- Experience in hospital or healthcare projects is preferred.
- Experience in measurement, valuation, cost control, variations and subcontract administration.
- Good understanding of construction drawings, specifications, BOQ and contract documents.
- Experience in preparing and reviewing payment claims and variation submissions.
- Knowledge of construction contracts and subcontract administration.
- Experience in EOT and contractual claims will be an advantage.
- Good knowledge of Microsoft Excel and Word; familiarity with quantity surveying or cost management software will be an advantage.
- Strong numerical, analytical and commercial skills.
- Good communication, negotiation and coordination skills.
- Able to workindependently and as part of a multidisciplinary project team.
