Job Responsibilities
- Lead and manage all Civil & Structural (C&S) construction activities for a large-scale hospital construction project.
- Take overall responsibility for the planning, coordination and execution of C&S works in accordance with approved drawings, specifications, contract requirements and project programme.
- Lead the C&S project team, including engineers, coordinators, supervisors and relevant site personnel.
- Coordinate closely with the Project Director, Project Manager, consultants, architects, structural engineers, subcontractors and other project stakeholders.
- Review C&S design drawings, specifications, calculations, method statements, shop drawings and technical submissions.
- Ensure C&S design requirements are properly coordinated with architectural, M&E and other specialist works.
- Monitor construction progress and ensure C&S works are completed according to the approved programme and project milestones.
- Identify potential delays, technical issues and construction risks and implement appropriate mitigation measures.
- Coordinate with consultants and relevant authorities on technical matters, inspections, submissions and approvals.
- Review and resolve technical queries, RFIs, design changes and site coordination issues.
- Supervise and monitor structural works including foundation, piling, excavation, reinforced concrete, structural steel and other related works.
- Ensure construction activities are carried out in accordance with approved drawings, specifications, method statements and quality requirements.
- Monitor workmanship, inspection and testing activities and ensure compliance with project quality standards.
- Coordinate with subcontractors on work sequencing, manpower, resources, construction methods and progress.
- Review subcontractor performance and ensure timely completion of assigned C&S works.
- Attend project, technical and coordination meetings with the client, consultants and subcontractors.
- Monitor project costs and support the Project Manager in managing variations, claims and commercial matters related to C&S works.
- Coordinate with the planning team on construction schedules, progress updates and recovery programmes.
- Work closely with the QA/QC and safety teams to ensure compliance with project quality and safety requirements.
- Provide technical guidance and mentoring to C&S engineers and site staff.
- Prepare and review progress reports, technical reports and other project documentation.
- Lead the resolution of major C&S technical and construction issues to minimise delays and rework.
- Ensure proper documentation, inspection records, as-built information and handover requirements are completed.
- Support testing, commissioning, completion and handover activities as required.
Job Requirements
- Degree in Civil Engineering, Structural Engineering or a related discipline.
- Minimum 12 years of relevant experience in civil and structural construction, with substantial experience in project management.
- Proven experience managing C&S works for large-scale building projects.
- Experience with hospital, healthcare, institutional or other complex building projects will be an advantage.
- Strong experience with reinforced concrete, structural steel, foundations, excavation and other major structural works.
- Previous experience with a main contractor or Design & Build contractor is preferred.
- Strong knowledge of Singapore construction practices, relevant codes, standards and statutory requirements.
- Experience coordinating with consultants, authorities, subcontractors and specialist contractors.
- Strong knowledge of construction planning, project scheduling, quality control and site coordination.
- Ability to review and interpret engineering drawings, specifications and technical documents.
- Familiarity with BIM coordination, AutoCAD and relevant construction/project management software.
- Strong leadership, communication, coordination and problem-solving skills.
- Able to manage multiple work fronts and deliver project milestones under tight deadlines.
