Assignment Description Are you an experienced project manager who thrives with complex public procurements and tight deadlines? We are seeking a senior project manager for a strategically important procurement within the specialist health service, encompassing medical-technical equipment, software, and integrations. You will lead the procurement from start to finish and collaborate closely with clinical, technical, and administrative professional environments to keep the process on track and achieve the goal of contract conclusion by March 1, 2027.

Responsibilities Lead the procurement from the preparation of tender documents to contract conclusion and ensure progress toward critical milestones.

Prepare tender documents in accordance with FOA part III in collaboration with relevant professional environments.

Lead and coordinate a multidisciplinary evaluation group and ensure a structured, transparent, and traceable evaluation process.

Handle supplier dialogue, clarifications, negotiations, and any complaints.

Prepare the basis for award decisions and ensure quality throughout the procurement.

Identify and follow up on risks, uncertainties, and dependencies that may affect progress or results.

Coordinate clinical, technical, and commercial considerations throughout the procurement process.

Ensure good collaboration between internal professional environments and external stakeholders.

Requirements Must have Relevant higher master's degree, or equivalent relevant experience that can compensate for the education requirement.

Minimum 8 years of relevant experience with project management.

Solid and current experience with complex EU/EEA tender processes according to FOA part III.

Experience from the public sector, preferably within the specialist health service.

Documented experience with procurements of medical-technical equipment (MTU) or equivalent complex technical solutions.

Very good oral and written communication skills in Norwegian and English.

Good skills in stakeholder management and facilitation across clinical, technical, administrative, and supplier-related environments.

Must be available throughout the entire contract period and be able to handle varying workloads between project phases.

Must be able to be physically present at the client's premises in Oslo as needed.

Advantageous to have Experience with large procurements within health or specialist health services.

Experience with procurements that combine medical-technical equipment, software, and integrations.

Documented reference assignments from similar complex procurements.
