(Collection Fund) - Interim

Spencer Clarke Group are working closely with a Local Authority to appoint an Interim Group Accountant specialising in Collection Fund accounting.

This is a 12-month assignment focused on council tax and business rates accounting, statutory returns and year-end reporting within the Council's Accounting & Technical team.

The Role

The successful candidate will lead the Council's Collection Fund accounting function, providing accurate financial reporting and specialist technical advice to senior finance colleagues.

Key responsibilities:

  • Leading council tax and business rates accounting, forecasting and surplus/deficit calculations.
  • Preparing and submitting NNDR1, NNDR3, CTB1, CTR1 and other statutory returns.
  • Supporting tax base calculations and medium-term financial planning.
  • Reviewing debt impairment and business rates appeals provisions.
  • Preparing Collection Fund year-end accounts, disclosures and supporting working papers.
  • Leading responses to external audit queries.
  • Working with Revenues & Benefits, preceptors and external partners to meet statutory deadlines.

About You

You will have:

  • Significant hands-on experience of Collection Fund accounting within local government.
  • A CCAB/equivalent accountancy qualification, or demonstrably equivalent experience.
  • Practical experience of business rates retention, council tax accounting and statutory returns.
  • Experience of year-end reporting and responding to technical external audit queries.
  • Strong financial modelling and reporting skills, with the ability to advise senior stakeholders and work independently.
