Purchasing Manager (M/F)
Job Description:
Reporting to the head of the Renovation Transformation Decommissioning Projects Purchasing division, the Purchasing Lot Manager (RLA) is responsible for managing and coordinating purchasing activities related to renovation - transformation projects in which he/she is identified as the Purchasing Lot Manager. You will lead and can rely on the functional collaboration of the Matériel Achat teams for the execution of the project's Purchasing strategy.
You will work in close collaboration with the project team, suppliers, the operational buyers team, and stakeholders to ensure efficient and cost-effective purchasing and procurement of materials, equipment, and services necessary for the realization of renovation-transformation projects. You may (implement) specific contracts or conditions for the needs of the project.
As the Purchasing Lot Manager, you are the Purchasing coordination point, the preferred interlocutor for the Project teams.
These main missions are to Identify and list the project's purchasing needs, participate in determining the project's performance objectives, Develop purchasing strategies and schedules, prepare, draft, manage the presentation and validation of the Project's purchasing part with the validation bodies for all phases of the project, Establish a purchasing risk analysis for the project, and the associated mitigation plans, which you keep updated over time.
-Collaborate with project teams to understand requirements and participate in the development of adequate specifications, Coordinate and/or where appropriate, carry out, the supplier consultation and Project contract award procedures, Draft consultation rules, prepare and participate in negotiations with bidders and ensure their traceabilityDraft purchasing contracts, manage and monitor contracts during their contractual and financial execution.Manage disputes with the contract holder(s).***Perform necessary feedback and reporting, Conduct analyses of the purchasing part to identify QCD performance opportunities for the benefit of the project, and implement the animation of this performance approach within the Purchasing department, Perform reporting and all necessary monitoring and communications concerning the purchasing lot of the projects.
Within the team, you will participate in cross-functional projects for the standardization of practices and development of the service.Position based in Saint Denis (93) or possibly LPA remote at the Project Plateau siteSubject to a flat-rate day system (210)Teleworking possible (up to 2 days/week)Very regular travel: Project plateau (mostly based in TI (Bischheim, Saint-Pierre-des-Corps, Nevers mainly): up to 2 days per week, technical and contractual meetings at industrial sites (suppliers and SNCF sites), supplier appointments.
Profile Description:
Join us if you hold a Master's degree (engineer, commercial, purchasing, or generalist) and have confirmed experience (at least 5 to 10 years).
Experience in project management and in managing client and supplier relations would also be appreciated.
Autonomous and responsible.
Ability to manage several projects simultaneously and meet deadlines.
Excellent negotiation and communication skills.
Very good writing and synthesis skills.
Proficiency in IT tools (Pack office).
Knowledge of consultation procedures and public procurement (calls for tender, referencing, RFI, RFQ), Taste for technology, curiosity of mind.
Proficiency in English.
