Project Buyer (M/F)
Job Description:
Reporting to the head of the Renovation Transformation Dismantling Project Purchasing division, the Rolling Stock Renovation Project Buyer is integrated into the Purchasing lot team of a project. Depending on needs, you may be integrated into several Project teams.
In connection with the Purchasing Lot Manager, you ensure all purchases specific to the Project, most often parts requiring development or purchases based on drawings, from strategy to contract drafting, monitoring contract execution, and managing the supplier relationship.
These main missions are:
Conduct purchasing acts while guaranteeing performance and legal security: Develop purchasing strategies, in connection with internal partners, by systematically conducting risk/opportunity analyses - Prepare and conduct tenders (within the Purchasing IS) - Analyze offers, participate in technical presentations - Develop negotiation strategies and negotiate - Award contracts under the best conditions to meet Project objectives, by optimizing economic performance, as well as all aspects of deadlines and quality, and by ensuring the legal compliance of purchasing acts - Prepare the validation of files (compliance with procedures and delegations)
Manage your contract portfolio by optimizing its use: Ensure the monitoring of markets in your portfolio, in all its dimensions (financial, technical, contractual, and quality monitoring) - Ensure the renewal of contracts that need to be renewed by anticipating potential contingencies - Ensure proper management of penalties during the contractual life (calculation, negotiation, application) - Be a driver in the financial optimization of contracts (year-end rebates, mid-contract negotiation) - Maintain a proactive and anticipatory posture in managing your portfolio
Be the pivot of supplier relationship management: Manage the supplier relationship within your scope - In connection with the strategic buyer, know the suppliers in your portfolio and their main production sites - Conduct follow-up or contractual progress reviews with suppliers - Monitor and alert the Purchasing lot internally if a supplier's situation requires it
Optimize your interfaces (reporting, communication): In compliance with the established rules, update data in real time in the Purchasing IS (e@si) and other tools (contract monitoring table, Project monitoring) - Actively participate in the Visual Management approach of the Purchasing lot - Exchange with peers and spontaneously share best practices
- Report significant events regarding the portfolio and your activity to the Purchasing Lot and strategic buyers.
Within the team, you carry out your daily missions while aiming to grow individual aptitudes and the collective competence of the entity; You work in a spirit of mutual aid and collective solidarity, and in a spirit of knowledge and skill transfer. You participate in cross-functional projects for the standardization of practices and development of the department.
Subject to a daily flat-rate (210)
Teleworking possible (up to 3 days/week)
Regular travel: Project platform, technical and contractual meetings at industrial sites (suppliers and SNCF sites), supplier meetings at least 1 day per week
Profile Description:
Join us if you hold a Master's degree (engineering, commercial, purchasing, or generalist) and have confirmed experience (at least 5 to 10 years)
Experience in project management and in managing client and supplier relationships would also be appreciated.
Autonomous and responsible
Ability to manage several projects simultaneously and meet deadlines.
Excellent negotiation and communication skills
Very good writing and synthesis skills
Proficiency in IT tools (Pack office)
Knowledge of consultation procedures and public procurement (tenders, sourcing, RFI, RFQ) Taste for technology, curiosity of mind.
Proficiency in English.
