Tendering Estimation Engineer
Tendering & Procurement Engineer Department: Commercial Department Reports To: Commercial Manager Location: Head Office / Project Sites as required Job Purpose The Tendering & Procurement Engineer is responsible for supporting the company’s tendering and procurement activities from the bidding stage through project execution. The role includes quantity review, RFQs, supplier and subcontractor sourcing, technical and commercial comparisons, cost analysis, procurement negotiations, purchase orders, and coordination with the Technical Office and Project Teams to ensure materials and subcontracted works are procured at the required quality, cost, and delivery schedule. Key Responsibilities Tendering Review tender documents, BOQs, specifications, drawings, and contractual requirements.
Study project scope and identify required materials, subcontracting packages, and major cost items.
Prepare and issue RFQs to suppliers and subcontractors.
Obtain and analyze supplier and subcontractor quotations.
Prepare technical and commercial comparison sheets.
Coordinate with the Technical Office regarding technical compliance, specifications, and approved alternatives.
Assist in preparing project cost estimates and tender pricing.
Develop market rates for materials, equipment, and subcontracted works.
Identify potential cost-saving alternatives and value-engineering opportunities.
Maintain an updated database of suppliers, subcontractors, and market prices.
Clarify quotation exclusions, commercial conditions, delivery periods, payment terms, and warranties.
Support the Commercial Manager in final tender reviews before submission.
Maintain complete tender records and quotation documentation.
Procurement Review project procurement requirements based on the approved BOQ, drawings, specifications, and project schedule.
Prepare procurement packages in coordination with the Project Manager and Technical Office.
Issue RFQs and obtain competitive quotations from approved suppliers and subcontractors.
Prepare technical and commercial comparison sheets.
Negotiate prices, payment terms, delivery schedules, warranties, and commercial conditions.
Submit supplier/subcontractor recommendations for approval.
Prepare purchase orders and subcontract agreements in accordance with company procedures.
Coordinate material submittals and technical approvals with the Technical Office.
Follow up suppliers and subcontractors to ensure timely delivery.
Monitor procurement schedules against project requirements.
Coordinate with project teams regarding quantities, delivery priorities, and site requirements.
Identify potential procurement delays and propose alternative suppliers or mitigation measures.
Monitor price fluctuations and advise management of major market changes.
Ensure purchases remain within approved project budgets.
Coordinate with Finance regarding payment terms, advances, guarantees, and supplier payments.
Maintain procurement records, quotation comparisons, purchase orders, contracts, and supplier evaluations.
Commercial Responsibilities Compare procurement cost against project budget and tender allowances.
Highlight procurement savings or potential cost overruns.
Assist in maintaining project procurement cost reports.
Support Commercial and Cost Control teams with updated committed-cost information.
Ensure that procurement decisions protect the company’s project margins.
Maintain confidentiality of company tender prices, supplier quotations, project budgets, and commercial information.

Qualifications Bachelor’s degree in Civil, Architectural engineering
Experience in construction tendering and/or procurement is preferred.
Strong understanding of BOQs, specifications, drawings, and construction materials.
Good knowledge of the Egyptian construction market, suppliers, and subcontractors.
Strong negotiation and commercial-analysis skills.
Good knowledge of Excel and Microsoft Office.
Experience preparing comparison sheets and RFQs.
Good communication and coordination skills.
Strong attention to detail and documentation.
