About the company

Deliver practical improvements where healthcare happens Seymour John Public Services is delighted to be partnering with Gloucestershire Managed Services Limited to recruit a Minor Works Capital Project Manager into its progressive Capital Delivery Team.

Your tasks

This is an excellent opportunity for a practical and organised project professional to lead the day to day delivery of a varied portfolio of planned infrastructure, compliance and estate-improvement projects across Gloucestershire’s hospitals.

The role Reporting to a Senior Capital Project Manager, you will act as the principal day-to-day contact for allocated minor works schemes. You will work with clinical, operational, estates and corporate colleagues to reconcile service needs, technical requirements, affordability and operational constraints within live healthcare environments.

You will work within the established GMS Capital Delivery framework, with professional support and escalation guidance from a Senior Capital Project Manager for higher risk, technically demanding or commercially complex matters.

Your responsibilities will include

  • Managing multiple minor capital, infrastructure, compliance and estate improvement projects from inception to completion.
  • Developing project briefs, feasibility studies, option appraisals, scopes of work, cost estimates, programmes and recommendations.
  • Maintaining proportionate governance, project controls, risk and issue management, change control, decision records and reporting within the established GMS Capital Delivery framework.
  • Identifying when technical or specialist input is required and coordinating reviews, statutory approvals, permits, inspections, testing, commissioning and certification.
  • Supporting procurement and coordinating consultants, contractors, suppliers and specialist advisers.
  • Managing delegated project budgets, expenditure, forecasts, variations, invoices and value-for-money considerations.
  • Coordinating works in occupied healthcare environments, including access, phasing, shutdowns, communications and service continuity arrangements.
  • Coordinating commissioning, practical completion, handover, defects management and post-project evaluation.
  • Maintaining complete, accurate and auditable project, financial and compliance records.

The role has no substantive line-management responsibility, but you will coordinate multidisciplinary project teams and supervise the work of consultants, contractors, suppliers and specialist advisers. Participation in the Estates on-call rota and training for appointment as a Low Voltage Authorised Person may also be required.

Requirements

The person This opportunity requires direct experience of delivering construction, estates, infrastructure or minor capital projects. It is not a general project-administration role. You will need to demonstrate personal ownership of multiple schemes and the ability to manage delivery, budgets, programmes, risks, stakeholders and external providers.

We are looking for candidates who can demonstrate

  • A degree, relevant Level 4 or higher technical or vocational qualification, or equivalent experience in construction, engineering, building surveying, architecture, project management or a related discipline.
  • Experience delivering projects from initial brief and feasibility through construction, commissioning and handover.
  • Experience managing multiple concurrent projects in occupied, operational or otherwise complex environments.
  • A working understanding of construction project management, health and safety, statutory compliance and technical assurance, together with the judgement to identify when specialist advice or escalation is required.
  • Sound financial and commercial skills, including budget monitoring, procurement, contractor management, change control and invoice verification.
  • The ability to read and interpret drawings, specifications, operating information and technical guidance.
  • Clear communication and constructive influencing skills, with the ability to build trust and reconcile competing stakeholder requirements.
  • Strong planning, organisation, analytical thinking and judgement, including knowing when specialist advice or escalation is required.
  • Competent use of Microsoft 365 and project or document-management systems.

Relevant backgrounds Direct NHS experience is desirable but not essential. Strong candidates may come from healthcare estates, public infrastructure, construction, engineering, facilities, property or another safety-critical regulated environment, provided the required project-delivery, technical, commercial and stakeholder capability can be demonstrated.
