The Senate Sergeant at Arms is seeking a State Office Program Manager (Construction). Major duties

Analyzes and negotiates project scope and construction costs for tenant improvements and security installations in Senate state offices. Prepares, updates, and reviews construction-related drawings, including dimensional, security, telecom, IT, and LAN/WAN schematics, ensuring accuracy and standardization. Evaluates contractor quotes and proposals, ensuring scope alignment, cost appropriateness, and compliance with SAA standards. Coordinates closely with contractors, landlords, GSA project managers, and internal SAA departments to ensure quality, adherence to requirements, and proper documentation throughout the project lifecycle. Maintains complete and consistent records of office layouts, IT placements, and security equipment locations while supporting standardized project close-out processes. Develops and implements quality assurance measures to proactively identify deficiencies, provide corrective guidance, and ensure successful project completion. Other duties, as assigned.

Qualifications

Other Duties/ Responsibilities Occasional travel for state office visits, including independently representing the SAA to State/Local first responder agencies, other Federal agencies (e.g., USMS, FPS).

Required Work Experience

  • HS diploma: 5–10 years of experience in construction management, general contracting, security operations, and/or information technology.
  • Bachelor’s degree (or higher): 3–5 years of experience in construction management, general contracting, security operations, and/or information technology.

Required Special Skills/ Knowledge

  • Ability to learn and apply knowledge of the State Office Readiness Program’s services and standards.
  • Experience specifying, troubleshooting, and installing electronic locking hardware.
  • Strong understanding of construction procedures, practices, materials, and equipment used in commercial projects.
  • Knowledge of computer hardware, software applications, networks, and peripheral equipment, including network management tools.
  • Ability to plan, schedule, and coordinate projects, studies, and special assignments effectively.
  • Skill in preparing accurate reports, records, and technical documents.
  • Strong analytical abilities to resolve complex issues and recommend appropriate actions.
  • Ability to build effective working relationships with Senate staff and local, state, and federal law enforcement or security agencies.
  • Ability to communicate clearly and effectively in both written and verbal formats, including preparing documents, reports, and briefings for diverse audiences.

Desired Qualifications

  • Experience in managing construction projects for individual office suite renovations and configuration changes in both commercial and GSA/federal facilities.
  • Proficiency with project management software, databases, CAD (or similar), and Microsoft suite.
  • Ability to interpret, create, and update construction documents and blueprints.
  • Experience in federal acquisitions and contracting.
  • Experience in analyzing and negotiating construction quotes.
  • Ability to efficiently manage multiple projects concurrently and meet variable and interdependent deadlines.
  • Strong interpersonal skills.
  • Knowledge of building codes and safety standards, including ADA.
  • Industry certification such as CCM, LEED AP, PE, RA, and/or NCIDQ.

Working Conditions Work is performed primarily in an office environment with flexibility for remote work. Requires extended periods of sitting and computer-based work with significant hand–eye coordination. Must be available for sudden recall during emergency events affecting the Senate campus or community. May be required to deploy to alternate sites to support Senate contingency operations.
