Engineering Services Head (Utilities, Power Plant)

Purpose The Engineering Services Head will lead the Engineering Services department within Utilities Asset Management (UAM), providing technical leadership and governance to ensure safe, reliable, efficient, compliant, and sustainable operation of UAM assets. The role is responsible for monitoring and improving plant performance, strengthening reliability management, supporting brown-field project interfaces, maintaining engineering documentation and QA/QC standards, and embedding Process Safety Management (PSM) discipline across the asset lifecycle. This is a senior leadership role suited for an experienced engineering professional who can translate operational data into actionable improvement plans, provide sound technical judgement, and work collaboratively with Operations, Maintenance, HSSE, Projects, Commercial, and external stakeholders. Key Accountabilities
- Plant Performance Management
Monitor, track, and report key plant performance indicators, including heat rate, thermal efficiency, auxiliary consumption, water and wastewater performance, emissions-related parameters, and other asset-specific performance measures. Lead performance analysis to identify degradation trends, operational gaps, efficiency losses, and improvement opportunities. Develop and maintain performance dashboards, reporting routines, and technical insights to support management decision-making. Work with Operations and Maintenance teams to translate performance findings into practical corrective actions and sustained improvement initiatives.
- Plant Reliability and Improvement
Own the reliability performance management framework, including measurement and reporting of MTTR, MTBF, forced outage drivers, repeat failures, and chronic equipment issues. Lead and institutionalise the Bad Actor Program to identify, prioritise, and eliminate recurring equipment and system reliability issues. Facilitate structured Root-Cause Analysis (RCA) for significant failures, incidents, trips, and abnormal events, ensuring corrective and preventive actions are robust and tracked to closure. Partner with Maintenance and Operations to improve asset strategies, preventive and predictive maintenance effectiveness, spares strategy, and long-term reliability plans.
- Engineering Support and Project Interface
Provide engineering support for brown-field projects, modifications, upgrades, and asset improvement initiatives from concept through commissioning and handover. Act as the technical interface between UAM and project teams, contractors, OEMs, consultants, regulatory bodies, and other stakeholders. Ensure engineering documentation, drawings, technical records, Management of Change documentation, and handover packages are complete, accurate, controlled, and fit for operational use. Establish and govern QA/QC expectations for engineering deliverables, site works, testing, inspection, and commissioning readiness. Oversee Service Corridor-related engineering matters, ensuring safe access, reliable service integration, and compliance with applicable internal and external requirements.
- Process Safety Management
Lead the implementation and continuous improvement of Process Safety Management practices within UAM, including risk identification, barrier management, Management of Change, pre-startup safety review, operating envelope discipline, and learning from incidents. Support hazard studies, technical risk assessments, process safety reviews, and follow-through of recommendations to closure. Promote a strong engineering and process safety culture by embedding standards, governance, competency, and assurance into daily operational and project activities.
Leadership Responsibilities Build and lead a capable Engineering Services team with clear priorities, disciplined execution, and strong ownership of technical outcomes. Set engineering standards, governance routines, performance review cadence, and assurance mechanisms for UAM assets. Drive cross-functional collaboration with Operations, Maintenance, HSSE, Projects, Procurement, Commercial, and external parties to deliver safe and reliable asset performance. Coach and develop engineers, strengthen technical competencies, and promote knowledge sharing across the organisation. Prepare concise management updates, technical reports, improvement proposals, and escalation papers for senior stakeholders.
Required Qualifications and Experience Degree in Mechanical, Electrical, Chemical, Process, Power, or a related Engineering discipline. Significant experience in power generation, utilities, process plants, industrial facilities, or other asset-intensive environments. Strong knowledge of plant performance monitoring, reliability engineering, maintenance strategy, RCA methodologies, engineering governance, project interface management, and process safety principles. Demonstrated experience leading teams, influencing cross-functional stakeholders, and managing technical deliverables in a complex operating environment. Familiarity with regulatory, environmental, quality, safety, and engineering documentation requirements applicable to utility or process plant operations.
