Project Manager (Infrastructure)

1. SCOPE OF WORK

1.1. The scope of work includes the following:

• a. The Contractor shall assign a suitable candidate as Project Manager (Cloud & Infrastructure Services) for our client.
• b. The Project Manager shall provide cloud administration support to our client CIOO Technical Services across Government Commercial Cloud (GCC) and Commercial Cloud (CC) environments, including, but not limited to, identity and access management (IAM) and cloud financial operations (FinOps).
• c. The Project Manager shall also support external governance infrastructure, including SMS Sender ID and public DNS operations, and shall apply project management practices to plan and track work, manage project cost, procurement and contracts, and coordinate with vendors and stakeholders.
• d. CIOO reserves the right to reassign projects and work based on operational needs during the contract period.

2. GENERAL REQUIREMENTS FOR PROJECT MANAGER (CLOUD & INFRASTRUCTURE SERVICES)

2.1. Scope of Service

The Project Manager (Cloud & Infrastructure Services) shall provide cloud administration support for our client's GCC and CC environments, including, but not limited to, identity and access management (IAM) and cloud financial operations (FinOps), and shall support external governance infrastructure such as SMS Sender ID and public DNS operations. The Project Manager shall apply project management practices to plan and track work, manage project cost, procurement and contracts, and coordinate with vendors and stakeholders, so that services remain controlled, supportable and aligned with agency requirements.

2.2. Minimum Educational Qualification

The Project Manager (Cloud & Infrastructure Services) shall preferably possess a Degree or Diploma in Computer Science, Information Technology, Engineering or related disciplines, or equivalent relevant professional experience.

2.3. Skill Level Requirement

The candidate shall be at the Associate Consultant level and possess at least 2 years of experience relevant to the Project Manager Job Role. The candidate should have relevant experience that includes cloud administration support, IAM, FinOps and/or ICT project management in an enterprise environment.

3. REQUIREMENTS

3.1. Work Experience

The candidate’s CV shall demonstrate relevant experience in one or more of the following areas:

• a. Cloud environment administration, including cloud subscription or account creation and setup, identity and access management, and related administrative support (e.g. GCC, SG Tech Stack, Microsoft Azure, AWS, Microsoft Entra ID or equivalent environments and tools);
• b. Cloud financial management and cost monitoring (e.g. native cloud cost-management tools, billing dashboards or equivalent FinOps tools);
• c. Administration or coordination of external digital infrastructure services, such as SMS SenderIDs, public DNS, domains or certificates (e.g. DNS management portals, domain registrars, certificate-management tools or equivalent platforms);
• d. Delivery or coordination of cloud, infrastructure or ICT projects (e.g. Jira, Azure DevOps, Microsoft Project or equivalent project-tracking tools); and
• e. Project cost, procurement, contract, vendor, stakeholder and governance coordination (e.g. financial or procurement systems, contract repositories, Microsoft 365 or equivalent collaboration and reporting tools).
