EEO Attorney-Adviser
The Office of Equal Employment Opportunity (OEEO) is seeking an Attorney-Adviser (EEO Attorney-Adviser) in Washington, D.C. As a member of the team, you will: serve as a legal adviser within the SEC's OEEO, provide authoritative counsel on federal sector EEO law; manage sensitive, novel cases; draft decisions and policies; lead investigations; and support enterprise-wide EEO compliance and training.
Major duties
In this role as an EEO Attorney-Adviser, you will: Review and assess Formal EEO Complaints and prepare acceptance and dismissal letters in compliance with Federal Sector EEO laws and regulations; Conduct EEO investigations and prepare reports of investigation in alignment with federal laws and regulations; Draft final agency decisions and final orders; Develop and present expert written and in-person briefings, communications, and trainings on significant EEO compliance topics; Research complex and novel EEO legal issues and provide guidance to ensure the agency fulfills its obligation under the requirements of Title 29 CFR 1614 and applicable federal regulations and guidelines; Develop and adhere to standard operating procedures, internal guidance materials, and directives; and Engage in legal analysis and critical thinking to manage a caseload of complex and sensitive EEO cases, apply federal sector EEO laws, and adhere to U.S. Equal Employment Opportunity Commission regulations, guidelines, and processes to timely and efficiently process EEO complaints and concerns.
Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
BASIC REQUIREMENT: All applicants must possess the following: J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-13: Applicant must have at least two year(s) of post J.D. work experience identifying legal issues, conducting legal research, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents specific to the Federal sector EEO process, which also includes at least one year:
- Drafting acceptance and dismissal letters, as well as final agency decisions; AND
- Drafting and reviewing policies, procedures, and standard operating procedures; AND
- Preparing and assisting in the preparation of information required for internal and external reporting requirements; AND
- Contributing to the development and execution of training specific to Federal EEO law.
SK-14: Applicant must have at least three year(s) of post J.D. work experience independently identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents specific to the Federal EEO process, which also includes at least two years:
- Leading the development, review, and issuance of acceptance and dismissal letters, including drafting final agency decisions; AND
- Designing, implementing, and conducting reviews of organizational policies, procedures, and standard operating procedures to ensure alignment with federal regulations and best practices; AND
- Contributing to the preparation of internal and external reporting requirements, including synthesizing data and providing guidance to teams for compliance with statutory and regulatory mandates; AND
- Designing and delivering training programs on Federal EEO protections.
