You will serve as a SUPERVISORY ACCOUNTANT in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) within the Office of Financial Operations (FMO).

Major duties

  • You will lead the Accounting and Fiscal Operations Branch, overseeing a team, serving as the primary functional expert, and providing expert counsel.
  • You will assist in fulfilling requirements and responsibilities for financial management activities, including accounting and disbursing policies and procedures to ensure compliance with authoritative and advisory financial standards and principles.
  • You will develop and administer DON accounting and disbursing policies and procedures in accordance with guidelines issues by authoritative financial management organizations.
  • You will manage accounting support, general ledger reconciliations at the USSGL level, and Period End Close (PEC) activities in DDRS and Navy ERP to keep Budget Submitting Office-12 accounts accurate and compliant.
  • You will act as the primary point of contact for the Defense Finance and Accounting Service (DFAS) and other Shared Service Providers, including managing the CMET Budget Submitting Office-12 detail lines and yearly data calls.
  • You will prepare and present financial updates and briefs to senior leaders to support organizational decisions.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with federal accounting standards, USSGL structures, and systems like Navy ERP and DDRS to manage complex reconciliations and period-end closeouts. Experience managing, mentoring, and organizing the work of government staff and contractor teams, including coordinating leave coverage and tasker deadlines; Drafting and delivering clear, straightforward financial briefings and reports for senior leadership, even under short deadlines. Troubleshooting accounting discrepancies, perform reconciliations, and serve as an authorized Certifying Officer for contract invoices. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
