SENIOR TECHNICAL ASSISTANT TO THE AUDITOR GENERAL OF THE NAVY
You will serve as the Senior Technical Assistant to the Auditor General of the Navy, providing expert oversight and principal technical authority in areas of strategic planning, program and policy development, internal operations, enterprise program integration, organizational effectiveness, and communications across the Naval Audit Service. This role serves as principal advisor and senior executive assistant directly supporting the Auditor General.
Major duties
- You will implement the Department of the Navy’s audit priorities and ensure alignment with broader Department of War objectives.
- You will advise on all internal audit mission requirements to the Auditor General, the principal advisor to the Secretary of the Navy (SECNAV), Under Secretary of the Navy, Chief of Naval Operations (CNO), and Commandant of the Marine Corps (CMC).
- You will communicate guidance, national security goals, SECNAV priorities, and Navy core values across all organizational levels and to external stakeholders.
- You will coordinate audit plans with the Department of the Navy Oversight Planning Board, Department of Defense Office of the Inspector General (DoWOIG), Navy Inspector General, and the Naval Criminal Investigative Service (NCIS).
- You will analyze complex federal legislation, statutory mandates, and executive policies to determine systemic impacts on naval business systems and operational commands.
- You will monitor emerging, complex agency-level technological systems to ensure audit readiness.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:
TQ 1. Demonstrated mastery of, and extensive expert-level experience in applying, Generally Accepted Government Auditing Standards (GAGAS / Yellow Book), financial auditing, and performance auditing standards. This includes the proven capability to design novel audit frameworks for complex, multi-billion dollar programs with nationwide impact, analyze systemic vulnerabilities to detect fraud, waste, and abuse, and defend highly sensitive or disputed findings before senior agency leaders, private defense contractors, congressional committees, or external oversight bodies while maintaining diplomatic and professional relationships.
TQ 2. Demonstrated expert ability to perform detailed, extensive analysis of complex federal legislation, statutory mandates, and executive policies to determine their systemic impact on naval business systems and operational commands. This includes mastery-level skill in aligning personnel, budget, and facility requirements across a complex cabinet-level organization to resolve unique, one-of-a-kind programmatic issues, and implementing advanced process improvements and resource management projections using untested methods and ambiguous information in a rapidly changing environment.
TQ 3. Demonstrated expert knowledge of departmental organizational interdependencies, utilizing this expertise to act as a principal strategic liaison with high-ranking military and Senior Executive Service (SES) officials. This includes a proven track record of preparing and delivering clear, convincing briefings on highly controversial or sensitive topics in unstructured settings, negotiating complex agreements, and facilitating executive decision-making to secure compliance and resource alignment in support of vital national security missions.

Education
Basic Requirements for Financial Auditors Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
