Procurement Section Head
Develop and execute procurement strategies and plans for assigned EPC and engineering projects.
Review project BOQs, material requisitions, technical specifications, drawings, and procurement schedules.
Coordinate with Engineering and Project teams to understand technical and commercial procurement requirements.
Identify, evaluate, and develop qualified local and international suppliers and subcontractors.
Issue RFQs, collect and analyze commercial quotations, and conduct supplier negotiations.
Prepare and review commercial bid comparisons and procurement recommendations.
Negotiate prices, payment terms, delivery schedules, warranties, and other commercial conditions.
Ensure procurement activities are aligned with approved project budgets and procurement schedules.
Monitor purchase orders from placement through manufacturing, inspection, delivery, and final receipt.
Follow up with suppliers to ensure materials and equipment are delivered according to project requirements.
Coordinate with Logistics and Customs teams regarding international shipments and import requirements.
Manage long-lead items and identify potential procurement risks that may affect project schedules.
Evaluate supplier performance regarding cost, quality, delivery, and contractual compliance.
Maintain an approved supplier database and continuously develop alternative sources.
Resolve procurement-related issues, including delays, quality concerns, commercial disputes, and specification deviations.
Coordinate with Finance regarding payment terms, supplier advances, invoices, and outstanding payments.
Ensure procurement documentation is complete, accurate, and properly maintained.
Support project cost control by monitoring procurement commitments, savings, and budget variances.
Lead and supervise the procurement team and distribute procurement activities according to project priorities.
Establish procurement KPIs and monitor team and supplier performance.
Ensure procurement activities comply with company policies, project requirements, and applicable contractual conditions.
Provide regular procurement status reports and escalation of critical procurement risks to management.
Bachelor's degree in Engineering is required.
8–13 years of relevant procurement experience , preferably within EPC, engineering, construction, oil & gas, industrial, or MEP projects.
Proven experience in project-based procurement and procurement of engineering materials, equipment, and services.
Previous experience in an EPC environment is mandatory .
Strong understanding of engineering project procurement cycles from requisition through delivery.
Experience dealing with technical specifications, BOQs, drawings, MR/PR, RFQs, technical/commercial evaluations, and purchase orders.
Strong supplier sourcing, negotiation, and commercial evaluation skills.
Experience with both local and international suppliers is preferred.
Good understanding of logistics, importation, customs, and international procurement processes.
Strong knowledge of Microsoft Excel and ERP/procurement systems.
Excellent communication, negotiation, follow-up, and problem-solving skills.
Ability to manage multiple project procurement activities simultaneously and work under tight project deadlines.
Good command of written and spoken English.
