About the role

The Head of Information Technology is responsible for providing strategic leadership and oversight of the organisation's IT ecosystem, including IT operations, infrastructure, cybersecurity, digital transformation, AI initiatives, enterprise applications, and IT governance. The role ensures that technology enables the organisation's mission of delivering quality social and community care services while maintaining a secure, resilient, and compliant digital environment.

Key responsibilities

• Partner with senior management to identify and implement technology solutions that improve service delivery and operational efficiency.
• Lead digitalisation initiatives across community care, senior care, social service, and corporate functions.
• Oversee day-to-day IT operations and service delivery across all sites.
• Ensure high availability, performance, reliability, and scalability of IT infrastructure.
• Manage servers, networks, cloud environments, storage, backup, disaster recovery, and end-user computing.
• Ensure compliance with PDPA, Cybersecurity Act, MOH, AIC, NCSS, and relevant regulatory requirements.
• Manage cybersecurity risk assessments, vulnerability management, audits, and incident response.
• Lead cybersecurity awareness and training programmes for staff.
• Drive the adoption of AI technologies to improve employee productivity and service effectiveness.
• Establish governance frameworks for responsible and ethical AI use.

About you

• Bachelor's Degree in Information Technology, Computer Science, Information Systems, or a related discipline.
• Minimum 10 years of progressively responsible experience in Information Technology leadership roles.
• Proven experience managing IT Operations, Cybersecurity, Enterprise Systems, Digital Transformation Projects, and IT Governance.
• At least 5 years and above in a managerial position leading IT teams.
• Prior experience in Social Service, Community Care, Healthcare, Senior Care, or Non-Profit sectors is preferred.
• Experience working with regulatory agencies such as MOH, AIC, NCSS, MSF, or equivalent will be highly advantageous.
