Finance Manager
Position Overview The Finance Manager will manage the Singapore entity’s day-to-day finance operations, with particular emphasis on treasury management, banking facilities, trade finance, liquidity and cash flow management. The role also oversees financial reporting, accounting, budgeting, taxation, statutory compliance and internal controls. Working within the Group’s approved financial strategy, policies and delegated authority, the Finance Manager will coordinate banking and financing activities, support project tendering and execution, and maintain effective relationships with banks, insurance providers, auditors, external advisers and internal stakeholders. Fluency in Mandarin and English is required. Key Responsibilities
- Treasury Management, Bank Financing and Trade Finance
· Manage day-to-day relationships with local and international banks and other financing partners. · Prepare and coordinate banking facility applications, negotiations, renewals and ongoing facility administration; escalate material terms and approvals. · Monitor the adequacy, utilization, pricing, covenants, maturity dates and documentation of banking facilities in line with approved funding plans. · Manage working capital loans, bank guarantees, letters of credit and other trade finance instruments, including issuance, amendments, extensions and releases. · Prepare rolling cash flow forecasts, funding plans and liquidity analyses; identify funding gaps and recommend corrective actions. · Coordinate project and corporate insurance arrangements with insurers and brokers. · Work with commercial, project and business development teams on financing needs, tender bonds, performance guarantees and project cash flow requirements. · Coordinate with the Group treasury on financing proposals, cross-border arrangements and significant banking matters.
- Financial Management, Accounting and Compliance
· Oversee the Singapore entity’s full set of accounts and daily finance operations, including payables, receivables, general ledger, reconciliations, fixed assets and month-end closing. · Prepare timely monthly, quarterly and annual financial statements, management reports and financial analyses for the management. · Manage budgets, forecasts, cost controls and working capital performance. · Support project financial management, including project cash flow, billing and collections, contract payment milestones and monitoring of project profitability. · Ensure compliance with applicable Singapore accounting standards, taxation, statutory requirements and Group finance policies. · Coordinate statutory audits, tax filings, corporate secretarial matters and relationships with external professional advisers. · Implement and maintain effective internal controls, appropriate financial documentation and clear approval processes. · Supervise finance or accounting personnel and coordinate outsourced service providers, where applicable. Qualifications and Experience · Bachelor’s degree or above in Accounting,Finance, Business Administration or a related discipline. · Preferably 12–15 years of relevant finance experience, including management or team leadership responsibilities. · Substantial practical experience in Singapore banking facilities, treasury management and trade finance. · Hands-on knowledge of working capital loans, bank guarantees, letters of credit and related banking documentation. · Experience in EPC, power, construction, engineering, infrastructure or other project-based industries is preferred. · Ability to oversee a full set of accounts and strong knowledge of Singapore financial reporting, taxation, audit and statutory compliance. · Strong cash flow forecasting, financial analysis, budgeting, negotiation and stakeholder management skills. · Proficiency in Microsoft Excel and accounting orERP systems. Language Requirements · Fluent Mandarin, including the ability to participate in business discussions, financial reviews and virtual meetings. · Strong written and spoken English for communication with banks, auditors, insurers, government authorities and otherSingapore-based stakeholders. Preferred Qualifications · Professional accounting qualification such asCPA, ACCA, CA or equivalent. · Experience establishing or strengthening finance operations for a growing Singapore subsidiary. · Project accounting experience involving long-term EPC or power projects. · Demonstrated experience securing, renewing or increasing banking facilities. · Familiarity with cross-border funding and Group treasury processes. Key Performance Indicators · Timely arrangement and renewal of banking facilities required for approved project and operating needs. · Effective management of facility utilization, financing costs, documentation, covenants and relevant deadlines. · Accurate and timely cash flow forecasts, with early escalation of liquidity risks. · Timely and accurate management accounts, financial reporting and statutory filings. · Effective project finance support, collections monitoring and maintenance of internal controls.
