Regional and Agriculture Ministry Undersecretary for the Food Sector

Job Duties: The Riigikantselei Top Management Competence Center announces a public competition for the position of Regional and Agriculture Ministry Undersecretary for the Food Sector. The main objective of the Undersecretary for the Food Sector is to ensure sustainable food production and a safe food environment in Estonia, as well as to increase the crisis resilience of the sector. The most important challenges of the sector: • increasing the crisis resilience of the food supply chain to ensure food security; • shaping the food environment to promote healthy dietary choices; • maintaining the health of people, plants, and animals and the environment based on the "One Health" principle; • raising the level of animal welfare; • supporting the economic activity of food producers by simplifying regulations and promoting knowledge transfer; • modernizing the supervisory capacity of institutions.

Other requirements: Requirements presented to the candidate:

• a master's degree or equivalent level of education; • at least 5 years of experience in managing an organization or structural unit; • English language proficiency at least at C1 level; • the candidate is an achiever, a good negotiator, and a problem solver, who has experience in organizational management (focusing on setting long-term goals) and people management (focusing on team building and supporting people development) and relationship management competencies according to the top management competence model (see https://tippjuhid.riigikantselei.ee/kompetentsimudel). It is preferred if the candidate has: • work experience in the agricultural sector and/or the food industry; • experience in implementing innovative solutions; • previous professional or other practical exposure to agriculture and/or the food industry; • experience in international communication; • an understanding of the functioning of the Estonian public sector is beneficial. We expect the candidate to have a state secret access permit or the readiness to apply for one. The Undersecretary for the Food Sector works in a position involving national security. Travel abroad must be taken into account.
