Ministry of Finance Deputy Secretary General for Financial and Tax Policy
Job duties: The Deputy Secretary General plays a leading role in shaping and implementing the state's tax and customs policy and financial sector policy, with the aim of ensuring Estonia's financial stability, fiscal security, and the collection of revenues necessary for the functioning of society. The Deputy Secretary General is responsible for drafting development plans for their field, shaping the legal environment, and international communication at both the European Union and OECD levels. The most important challenges in the coming years are: - shaping financial sector policy and legislation, taking into account technological development and crisis preparedness, as well as promoting the financial literacy of Estonia's residents; - shaping tax and customs policy that supports Estonia's competitiveness, ensuring the collection of the tax revenue necessary for the functioning of society; - creating a timely and relevant framework to prevent money laundering; - active participation in shaping tax policy at the European Union and OECD levels; - supporting the financial stability of the European Union and member states, as well as the development of capital markets.

Other requirements: Requirements for the candidate:
- master's degree or equivalent level of education; - at least 5 years of experience in managing an organization or structural unit; - English language proficiency at least at C1 level; - competencies according to the competency model for top managers in the public service (see competency model). From the candidate, we expect expertise in creating a vision and implementing it, systematicity in achieving results, and success in implementing innovations. A preferred candidate has: - very good knowledge of economics, finance, taxation (including tax law), financial policy, and the functioning and regulation principles of the financial sector; - work experience in a coordinated field or a related area of activity; - experience in strategic management and policy shaping; - experience in international communication and EU-based cooperation; - very good cooperation and communication skills and the ability to lead processes. From the candidate, we expect the existence of a security clearance or readiness to apply for one.
