Licensing Officer
Temporary (12 weeks) Hourly Rate: £28.23 - £29.43 Location: Welwyn Garden City / Hybrid (2-3 days in office per week) Hours: 37 hours per week Join our Public Realm Department as a Licensing Officer, where you will deliver a professional and effective licensing service, ensuring compliance with relevant legislation, policies, and procedures. This role is crucial in maintaining public safety and regulatory standards through diligent administration, inspections, and enforcement activities. Day-to-day of the role: Administer and process applications across various licensing regimes, including Taxi Licensing and Licensing Act matters. Provide expert advice and guidance to businesses, residents, licence holders, elected members, and other stakeholders on licensing legislation, policies, and procedures. Investigate complaints and undertake inspections relating to licensed premises, vehicles, drivers, and activities. Perform enforcement duties in accordance with relevant legislation, council policies, and best practice guidance. Prepare reports, witness statements, and supporting documentation for licensing hearings, committees, appeals, and legal proceedings as required. Liaise with internal departments, partner agencies, and external organisations to ensure coordinated service delivery. Maintain accurate records, case files, and database information in line with statutory and organisational requirements. Monitor compliance with licence conditions and take appropriate action where breaches are identified. Contribute to service improvement initiatives and support the Council in meeting its statutory duties relating to licensing and environmental protection. Required Skills & Qualifications: Ability to conduct investigations and enforcement activities in accordance with PACE , relevant legislation, and Council procedures. Recognised Licensing Qualification or equivalent relevant professional qualification. Comprehensive knowledge of licensing legislation , particularly Taxi Licensing and the Licensing Act 2003. Experience working within a local authority licensing environment, including investigating complaints and undertaking enforcement activities. Strong written and verbal communication skills, excellent organisational and time management abilities, and the ability to interpret and apply complex legislation. Full UK driving licence and access to a vehicle, with willingness to occasionally drive Council vehicles.
