Interim Head of Service - Fleet & Passenger Transport

Location: Hybrid Working (Minimum 3 Days Per Week On Site) Contract: Interim Assignment Duration: 3-6 Months Initially Rate: Circa £550 per day DOE Hours: Full Time (5 Days Per Week Preferred)

We are recruiting for an experienced Interim Head of Service - Fleet & Passenger Transport to provide leadership across two key operational service areas during a period of transition and transformation.

This is a high-profile leadership opportunity requiring an individual who can quickly establish credibility, provide stability and drive service improvement whilst maintaining excellent operational delivery.

The Role

You will lead Fleet Services and Passenger Transport functions, ensuring efficient, compliant and customer-focused services are delivered across both areas.

Responsibilities will include:

• Strategic and operational leadership of Fleet Services and Passenger Transport.
• Oversight of fleet workshops, maintenance programmes, compliance and vehicle procurement.
• Ensuring effective delivery of passenger transport services, particularly home-to-school transport.
• Leading service reviews, transformation programmes and organisational change initiatives.
• Driving performance improvement and service modernisation.
• Managing budgets, contracts and operational performance.
• Building effective relationships with senior stakeholders, elected members and service providers.
• Providing strategic advice to senior leadership teams.
• Ensuring compliance with all relevant legislation and regulatory requirements.

About You

To be successful, you will have:

• Significant experience operating at Head of Service level or equivalent.
• Extensive Fleet Management experience.
• A strong track record of delivering complex change and transformation programmes.
• Experience leading large operational services and multidisciplinary teams.
• Strong commercial, financial and contract management skills.
• Excellent communication and stakeholder engagement abilities.
• The ability to balance strategic leadership with hands-on operational delivery.

Desirable

• Passenger Transport experience, particularly within home-to-school transport services.
• Knowledge of transport legislation and regulatory compliance.
• Previous local authority experience.

This assignment requires a visible leader who can work on site at least three days per week and provide support and direction to frontline operational teams.
