Utility Network Data Lead

Location: Hybrid / flexible, with required attendance at key design and assurance workshops Duration: Six months, with the possibility of extension Daily Rate: £750 inside IR35 We are seeking an experienced ArcGIS Utility Network Data Migration Specialist to provide technical oversight, constructive challenge, and assurance for a major utilities GIS transformation. This role is crucial in supporting the migration from a legacy Geometric Network data model to Esri’s ArcGIS Utility Network, ensuring that all aspects of the migration are robust, practical, and aligned with organisational data governance expectations. Day-to-day of the role: Provide specialist technical assurance across Utility Network design, data model configuration, and migration planning. Review and challenge supplier proposals, design outputs, migration strategies, and technical assumptions. Assess the suitability of the target Utility Network model, including network rules, associations, topology, asset package approach, and data validation arrangements. Advise on data readiness, data cleansing, migration sequencing, and defect resolution prior to go-live. Support design workshops and technical governance forums, translating complex GIS and data modelling issues into clear recommendations for project and business stakeholders. Identify risks relating to data quality, implementation alignment, technical debt, and long-term maintainability, and recommend practical mitigations. Work alongside internal resources to transfer knowledge and help build sustainable in-house capability. Work flexibly across the agreed hours and attend key project meetings when required. Required Skills & Qualifications: Strong hands-on experience with Esri ArcGIS Utility Network implementations in a utilities environment. Proven experience migrating from legacy GIS network models, ideally including Geometric Network or equivalent database-centric GIS models, to ArcGIS Utility Network. Deep understanding of utility data modelling concepts, including network topology, asset packages, network rules, associations, subnetworks, and validation processes. Experience supporting data readiness assessment, data cleansing, migration rehearsal, reconciliation, and go-live preparation. Ability to provide independent technical assurance and constructive challenge to system integrators or third-party delivery partners. Practical understanding of how GIS data supports utility operations, asset management, field activity, planning, design, and maintenance workflows. Strong stakeholder communication skills, with the ability to explain technical risks and recommendations clearly to project, data, technology, and business audiences. Desirable Experience:

Experience with enterprise GIS integrations, including asset management, work management, field mobility, or operational systems. Experience preparing assurance reports, design review findings, migration readiness assessments, or technical decision papers.
