Housing Strategy Project Manager

We have an excellent opportunity for an experienced Housing Strategy Project Manager to join Wokingham Borough Council on an interim basis. This role will lead the development of a robust, evidence-led housing strategy and associated action plan, working closely with an appointed consultant appointed to review data analysis to drafting a strategy, this role will be around managing the consultant and leading on stakeholder engagement through to consultation, approval, publication and delivery monitoring. You will work closely with elected Members, registered provider partners, Adult Social Care, Childrens Services, Public Health, NHS partners and other key stakeholders to ensure the strategy reflects local housing needs and delivers meaningful outcomes for residents. Key Responsibilities Housing Strategy Project Manager Lead the development of a statutory supported housing strategy that responds to current and future local need. Commission and coordinate housing needs analysis, research and evidence gathering to create a clear and credible evidence base. Engage effectively with elected Members, registered providers, Adult Social Care, Children?s Services, Public Health, NHS partners, residents, and other stakeholders. Manage a consultant to produce clear, accessible, and high-quality strategy documents, recommendations, and supporting reports. Develop, maintain, and manage a practical action plan with clear outcomes, responsibilities, milestones, and measures of success. Lead the strategy through consultation, governance, approval, and publication processes. Monitor delivery against agreed actions and outcomes, identifying risks, dependencies and areas requiring intervention. Provide clear progress updates and advice to senior leaders, governance boards, and partners. Candidate Requirements Housing Strategy Project Manager Significant experience in strategic housing needs, housing policy, or a closely related field. Demonstrable experience of developing housing-related strategies, such as an Affordable Housing Strategy, Supported Housing Strategy or Homelessness & Rough Sleeper Strategy. Strong knowledge of local housing needs, housing needs assessments and strategic housing market evidence. Experience of leading consultation and engaging a broad range of internal and external stakeholders, leading the Steering Group. Excellent research, analytical and written communication skills, with the ability to turn complex evidence into clear strategic priorities. Experience of developing and managing delivery-focused action plans and monitoring outcomes. Strong project management, organisation, and governance skills, with the ability to work independently and manage competing priorities. Experience within local government or the wider public sector would be advantageous.
