Job Description

  • Lead, manage and oversee the Building and Engineering team, ensuring the safe, reliable and efficient operation and maintenance of the School’s Building, M&E and ACMV systems
  • Oversee the outsourced IFM team and monitor their performance against contractual requirements, KPIs, service levels and statutory requirements. Ensure timely rectification of service deficiencies and recurring issues.
  • Plan, coordinate and monitor preventive and corrective maintenance programs for Building, M&E, ACMV and related systems, with minimal disruption to school operations
  • Investigate and review service breakdowns and technical issues, identify root causes, and recommend appropriate recovery, corrective and preventive measures
  • Support the Manager in capital expenditure, replacement, upgrading and Addition & Alteration (A&A) projects, including planning, technical review, procurement, implementation and handover
  • Develop technical requirements, scopes and specifications for Invitation-To-Quote (ITQ) and Invitation-To-Tender (ITT) exercises for M&E, Building and other hard services works
  • Prepare annual M&E and Building maintenance budgets, monitor expenditure and ensure works are delivered within approved budgets and in accordance with procurement and financial procedures
  • Review quotations and technical proposals and prepare Works Orders for repair, maintenance and improvement works, ensuring appropriate technical assessment, value for money and compliance with established procedures
  • Monitor facilities feedback and service requests from staff, ensuring issues are appropriately prioritised, tracked and attended to by contractors within stipulated response and resolution timeframes
  • Plan and manage sustainability and green building initiatives, and monitor and submit the School’s Environmental Scorecard and other relevant sustainability data in accordance with GreenGov.SG requirements
  • Maintain appropriate technical, asset, maintenance and project records, and identify opportunities to improve asset reliability, operational efficiency, sustainability and service delivery
  • Perform any other duties as assigned by the School

Job Requirements

  • Sound knowledge and practical competence in Building and M&E services, including electrical, mechanical, ACMV and building defects, with an understanding of their maintenance requirements and operations
  • Ability to investigate equipment failures, building defects and service breakdowns, identify root causes, assess technical information and recommend effective corrective and preventive measures
  • Ability to lead, motivate and develop team members, manage performance, delegate responsibilities appropriately and address issues or conflicts constructively to maintain a positive and productive team environment
  • Ability to manage and monitor outsourced IFM teams and contractors, assess performance against contractual requirements and service standards, and address service deficiencies or non-performance effectively
  • Able to plan, coordinate and monitor maintenance, upgrading, A&A and capital works from initiation through implementation and handover, while managing timelines, resources and deliverables
  • Good understanding of procurement processes and budget management, including preparation of technical specifications, evaluation of quotations and tenders, cost assessment, Works Orders and expenditure monitoring
  • Good written and verbal communication skills, with the ability to present information clearly and communicate technical matters effectively to both technical and non-technical audiences
  • Ability to establish and maintain effective working relationships with school management, staff, consultants, contractors and service providers, while handling feedback, concerns and difficult situations professionally and promptly
  • Strong organisational skills with the ability to manage multiple operational, maintenance and project requirements, assess competing priorities and deliver work within required timelines, including under pressure
  • Proactive and improvement-oriented, with a growth mindset and the ability to identify opportunities to enhance asset reliability, operational efficiency, sustainability and service delivery and to work independently when required
