R-DATS is seeking a hyper-local, field-active Monitoring, Evaluation, and Learning (MEL) Officer/Associate to serve as our primary on-the-ground operational anchor for a large-scale foundational education and learning assessment project in Lagos State.

Your tasks

🏢 Reports To: MEL Coordinator (Abuja-Based) & Technical M&E Manager

🤝 Cooperates With: Implementing Partners, Government Agencies, and Field Teams

While our strategic framework and database audits are managed from our head office in Abuja, this role requires a professional to execute daily data collection verification, field checks, and school-level quality assurance across Lagos public primary schools.

📌 KEY RESPONSIBILITIES

• Field Monitoring & Training Support: Assist the Abuja team in facilitating physical training workshops for Lagos-based enumerators. Lead daily on-the-ground supervision sweeps across selected schools during baseline and endline data collection windows.
• Eligibility Verification & Spot-Checks: Execute routine field spot-checks on a rolling sample of children to verify eligibility requirements. Conduct interviews with caregivers and community leaders.

• Quality Assurance: Support independent re-testing using rapid citizen-led assessment tools in schools flagged for suspicious testing durations or anomalous score distributions.
• Placement & Attendance Validation: Conduct random school visits to cross-match digital daily attendance entries captured in mobile tools against physical classroom registers.

• Data Entry & Cleaning: Flawlessly use KoboToolbox and Tangerine mobile interfaces to upload geotagged entries. Conduct routine data cleaning under the guidance of the Abuja MEL Coordinator.

Requirements

🎯 REQUIRED QUALIFICATIONS & EXPERIENCE

• Education: Bachelor’s degree or HND in Statistics, Economics, Education, Social Sciences, Computer Science, or a highly numerical development field.
• Experience: 3–5 years of progressive field-level M&E experience in Nigeria, with direct exposure to the public education sector in Lagos State.

• Field Supervision: Proven experience training, onboarding, and monitoring field enumerators during large-scale baseline, midline, or endline studies is strictly required.
• Toolkit Mastery: Prior experience administering or supervising early-grade learning assessments (EGRA, EGMA, or citizen-led variations like ASER / LearNigeria) is required.

• Technical Skills: Highly proficient in operating mobile data collection tools (KoboToolbox/KoboCollect, Tangerine, ODK, or SurveyCTO) and strong baseline skills in Microsoft Excel.
• Language & Local Knowledge: Fluency in English and an excellent working command of local laguage. Deep geographical knowledge of Lagos State LGAs is required.

• Mobility: Willingness to spend up to 50–60% of working hours in the field, traveling to public school environments across Lagos State.
