Urban Planner

Key Responsibilities

Strategic Planning & Network Development

• Develop and execute long-term plans to ensure sufficient community care capacity across Singapore.
• Partner with Ministries, government agencies, and healthcare stakeholders to support service capacity planning and the timely expansion of care infrastructure.
• Identify opportunities to optimize land use and introduce innovative space solutions to address land constraints and evolving community needs.

Site Assessment & Development

• Establish frameworks and methodologies to assess site suitability for community care facilities.
• Evaluate locations using demographic trends, community needs analysis, accessibility considerations, and service demand forecasting.
• Recommend strategic facility locations to strengthen care delivery and accessibility for seniors.

Stakeholder Engagement & Collaboration

• Work closely with government agencies, healthcare operators, developers, architects, and service providers to co-create purpose-built community care facilities.
• Facilitate discussions, negotiate solutions, and align diverse stakeholder interests to achieve successful project outcomes.

Project Leadership & Management

• Lead and manage facility planning projects from concept development through implementation.
• Oversee project timelines, budgets, risk management, and key milestones to ensure successful delivery.
• Prepare high-quality papers, presentations, business cases, and reports for senior management and Ministry approvals.

Team Leadership

• Lead, mentor, and develop a small team of planning professionals.
• Foster a collaborative, high-performance culture while driving continuous improvement and innovation.

Key Requirements

Qualifications

• Bachelor's Degree in Urban Planning, Public Administration, Business Administration, Estate Management, Facilities Management, Architecture, Engineering, Healthcare Management, or a related discipline.

Experience

• Proven experience in site planning, infrastructure planning, strategic planning, project management, or policy implementation.
• Experience within the healthcare, community care, public sector, urban planning, infrastructure, real estate, or related sectors will be highly regarded.
• Demonstrated success in managing complex projects involving multiple stakeholders.

Skills & Competencies

• Strong analytical and problem-solving capabilities, with the ability to translate data into actionable insights.
• Experience in demographic analysis, capacity planning, or demand forecasting.
• Excellent report writing, presentation, and business case development skills.
• Strong stakeholder management, negotiation, and communication abilities.
• Ability to thrive in a dynamic environment and manage competing priorities effectively.
• Proven leadership capabilities and experience managing teams is advantageous.
