Supervisory Contract Specialist
As a Supervisory Contract Specialist, you will be responsible for supervising the procurement of services supporting new buildings; repairs, alterations, leases, and improvements to existing real property. Location: Public Buildings Service, Office of Acquisition Management, in Kansas City, MO and Washington, DC. We are currently filling one vacancy in Kansas City, MO and one in Washington, DC, but additional vacancies may be filled as needed.
Major duties
Directs and oversees complex acquisition and procurement operations for professional, administrative, operations, and maintenance services, including large and complex contracts and orders. Establishes branch priorities, assigns workload among Contracting Officers/Specialists, and ensures procurement actions support organizational goals and acquisition requirements. Serves as Supervisory Contracting Officer with unlimited warrant authority, providing oversight for highly complex contracts and orders. Ensures legal sufficiency, contractual adequacy, proper bidder selection, and effective negotiation of complex contracts using advanced procurement methods, procedures, and techniques. Administers and resolves contract management actions, including bid openings, bid and market analyses, protests, change orders, price determinations, time extensions, claims, penalties, corrective actions, and contract terminations. Determines contractor compliance with contract terms, specifications, and performance requirements. Provides expert contracting guidance and coordination to senior leadership, program offices, other business lines, GSA divisions, outside organizations, vendors, and contractors. Resolves complex procurement issues, negotiates changes, establishes standard practices, enforces regulations, and contributes to long-range acquisition planning, policy development, budget estimates, and operational improvement. Performs full supervisory and branch management responsibilities over Contracting Officers/Specialists and other staff, including planning and assigning work, reviewing performance, approving leave, preparing performance plans and ratings, resolving employee issues, taking disciplinary actions, identifying training needs, approving overtime/travel, recommending awards, and implementing process improvements to increase efficiency and quality.

The GS-14 salary range starts at $127,829 (Kansas City) or $143,913 (D.C.) per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below:

- (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.
- (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
- (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
- Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
Transcript Requirement: To receive consideration for this position, applicants must submit transcripts documenting completion of the required bachelor's degree and at least 24 semester hours in the qualifying fields listed above. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is having in-depth knowledge of Federal contracting and acquisition programs and experience in the procurement and contract administration of large, highly complex construction, facilities management, professional services, Architecture/Engineering (A/E) services, construction management services, and other types of projects, with the ability to apply and advise on advanced contracting concepts methodologies to manage and oversee various construction, small purchases and/or services. This experience must include overseeing and performing the full range of pre-award, award, and post-award procurement actions and leading diverse teams in the accomplishing the following: Overseeing and/or performing the full range of highly complex pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts; performance based acquisitions, and multiple award schedules; Overseeing operations for an acquisition organization or program including all phases of the contracting process; ensuring compliance with applicable laws, regulations, policies, and procedures; implementing policy, regulations, and program guidance and procedures for contracting programs or initiatives; Leading or working as part of an integrated acquisition and procurement project team, and analyzing difficult contracting issues to identify alternative courses of action.
