JOB DESCRIPTION

We are seeking an experienced and results-driven Project Manager to lead and manage the construction of the Laueli Irrigation Scheme project in Timor-Leste. The successful candidate will be responsible for overseeing all project activities to ensure timely completion, cost efficiency, quality compliance, and adherence to safety standards.

Key Responsibilities:

• Lead, plan, coordinate, and supervise all project construction activities.
• Manage project schedules, budgets, resources, and manpower allocation.
• Ensure construction works comply with approved drawings, technical specifications, and quality standards.
• Monitor project progress and implement corrective actions when necessary.
• Coordinate with the client, consultant, subcontractors, suppliers, and local authorities.
• Ensure compliance with HSE requirements and applicable regulations.
• Prepare and submit regular progress reports, cost reports, and project documentation.
• Identify and manage project risks, technical issues, and potential delays.
• Lead and develop the project team to achieve project targets.

REQUIREMENTS

• Bachelor's Degree in Civil Engineering or a related discipline.
• Minimum 10 years of relevant experience in construction project management, preferably in irrigation, water resources, dams, canals, or other civil infrastructure projects.
• Proven experience managing large-scale construction projects from planning through completion.
• Strong knowledge of construction methods, project scheduling, cost control, contract administration, and quality management.
• Demonstrated leadership, problem-solving, and decision-making skills.
• Excellent communication and coordination skills with clients, consultants, and project stakeholders.
• Proficiency in Microsoft Office and project management software such as Microsoft Project or Primavera P6.
• Fluency in English is required; Portuguese or Tetum proficiency is an advantage.
• Willing to be stationed at the project site in Timor-Leste.

ADDITIONAL REQUIREMENTS

• Must possess a valid and active Permit/Passport.
• Available to join immediately (ASAP).
• Willing to be stationed at the project site in Ermera & Liquiça Municipalities, Timor-Leste.
